We are looking for a Data and Information Technical Specialist to manage our data and information resources acquisitions and oversee the financial management of the Data and Systems portfolio.

The successful candidate will manage the procurement and contract management of our 3rd party data and information resources acquisitions. This requires engagement with the business to write business cases justifying spend and negotiation with 3rd parties to ensure value for money. The individual will also work in partnership with the Defra group to purchase resources under the Defra umbrella to reduce costs and administration.

As part of the acquisition work, once transactions have been completed, the rights and permissions to use the resources needs to be communicated to the business to ensure we do not breach licence terms.

The individual will also play a key role in the financial management of the Data and Systems portfolio. This involves managing the acquisition budget; supporting project managers to manage project finances; working with our Finance Business Partner to forecast spend and ensure compliance; managing spend trackers; attend regular meetings with Data and Systems Deputy Director to report on finances.
The Data Sharing & Access team is part of Data & Systems within FCRM. We are a national team providing technical services, advice and guidance for sharing data and information. Our work includes: managing the Defra Data Services Platform; ensuring our data has discoverable metadata; providing leadership in Approval for Access, Data Flow Mapping, Freedom of Information, Information Resources and Intellectual Property.
We are looking for an individual with:

• Knowledge of the information resources we acquire and how they are acquired, for example: journal subscriptions; borrowing from the British Library; accessing resources through Athens.

• Knowledge of 3rd party data we acquire and our data acquisition process, which includes ensuring we adhere to licence terms and conditions. Training will be provided on interpreting licence terms and conditions and the requirements needed to cascade to the business.

• Experience of project finance management.

• Experience of procurement and contract management.

• Excellent engagement and communication skills.

• Proven record of being a motivated self-starter who manages own workload effectively and is able to prioritise.

Location is flexible; however as most of the team is based in Horizon House, regular travel to Bristol is required to attend meetings.
