We are looking for an enthusiastic, experienced and confident influencer to represent the Environment Agency in a multi-organisation group working to support the provision of sustainable, effectively regulated abstraction, waste water, and drinking water services on the Isles of Scilly.
This opportunity brings a unique set of challenges and opportunities. We are looking for a candidate to provide clear and influential leadership over the next 18 months - a critical period in South West Water’s proposal to provide services to the Islands.
Currently, mainland environmental legislation doesn’t apply on the Islands, meaning effective influencing is essential in this role. We are looking for a candidate who can tailor their approach to diverse audiences; ranging from senior Government Officials, to members of individual island communities.
We need a self-starter who can move between developing strategy and providing operational regulatory advice. Responsibilities will include:
• Meetings, presentations and report production
• Coordinating and developing close working relationships with the Environment Agency virtual team
• Collecting and analysing data to drive compliance strategies
• Working closely with working group representatives and island stakeholders
• Shaping environmental permits, and regulating them
• Developing our approach to pollution incident management for a remote island community
The post-holder will report to the Land and Water West team leader, who is based in the Tolgus depot. Some team members also work from Sir John Moore House in Bodmin. The post-holder will be responsible for coordinating the Environment Agency IoS virtual team, so must be confident to bring teams together remotely. The virtual team includes officers from other area teams, permitting hubs and national teams and includes waste and FCERM departments
Through experience to date you will ideally be able to demonstrate the following:
• A strong understanding of environmental legislation and powers of entry. A level 2 warrant would be desirable.
• The ability to develop and maintain good relationships with internal and external customers under challenging situations.
• A strong track record of delivery projects on time, to the required standards by planning, tracking, gathering and maintaining data/information.
• Excellent negotiating, and influencing skills and an ability to think outside the box to find solutions.
• Ability to work on your own initiative and as part of a team to make decisions, assess risk and achieve planned outcomes
• Good organisational skills and an ability to use a range of generic software. Knowledge of NIRS, CCS, and CMS would be desirable.

The post-holder can be based in any DCIS offices or depots, but would be expected to work alongside team colleagues in Tolgus or Bodmin at least three days a week. The post will require some travel to the Isles of Scilly and some travel to other Area and National offices.
