We are seeking a highly motivative individual to lead and coordinate the strategic workforce planning for national delivery portfolios including the Capital programme, you will be part of a small dispersed technical team supporting our Project and Programme delivery and support teams. You will lead on providing the right resourcing tools, support, advice, and assurance to meet business demand. You will provide support and technical leadership to the Major Projects and Programme Delivery leadership team, developing a workforce plan that is flexible yet appropriate. You will also be the product owner for the strategic workforce planning dashboard and underlying data feeds.

This role requires excellent leadership, organisational and prioritisation skills, a highly effective communicator, and excellent influencer. You’ll be a self-starter, an effective enabler and networker with a track record of delivering through others.

As a senior advisor, you will advise and lead on a range of resource management, planning and assurance activities. You will work closely with practitioners and management in both National teams and communities of practice, developing, implementing, and influencing approaches to enable effective resource management to deliver priority projects and programmes.

You will co-lead a community of Advisors developing plans and resource scenarios in collaboration with a wide range of stakeholders. You will lead on managing and improving our resourcing tools and you’ll provide an oversight of recruitment within the department, provide insight, and advise on managing our recruitment challenges.

Responding to incidents is a central part of what we do. You will be required to have an incident role and make yourself available to respond to incidents or provide business continuity support during an incident. This may attract an additional payment and full training and alternative working arrangements will be available to support you with your incident role.
Part of the Portfolio Delivery Office, our Resource Planning, Assurance & Skills team works with other teams across the Major Projects and Programme Delivery Directorate and the Integrated Delivery Hubs, helping to create a better place through our work in Portfolio, Programme and Project Management.

We support both strategic and tactical workforce planning with particular emphasis on developing the skills and capabilities of our workforce to better enable the delivery of the Portfolio.
The ability to simplify complex data, develop delivery scenarios and articulate business risks and issues to a range of stakeholders.

Attention to detail, balanced with pace and timeliness.

The ability to be responsive and flexible to changing priorities, have emotional intelligence and resilience, a collaborative attitude and commitment to creating an inclusive culture.

The ability to collate, analyse and interpret large volumes of resource data.

An understanding of workforce planning and experience working with resource management tools

An understanding of project management skills, knowledge, and competence management.

A strong track record of building effective working relationships.

Recognised expertise in developing sustainable future facing solutions for resource planning and/or demonstrable operational understanding of resource planning.

A working knowledge of operational delivery and project management is preferable. A good understanding of the Environment Agency’s operating business model would be advantageous.

Ability to communicate confidently with senior leaders both in writing and verbally.
