As Manager of the Commercial Assurance and Framework Management Team (CAFM) within the Portfolio Delivery Office (PDO) in Major Project and Programme Delivery (MPPD), and the Local Operations Directorate you will be the leader of our internal commercial support services. Your focus will be to ensure the Environment Agency can maintain an independent, intelligent client capability.

You’ll lead business facing teams of commercial and framework management experts which support our delivery teams across the country, focussed on ensuring those teams have the right access to our commercial arrangements and that they are managing our frameworks efficiently, effectively and correctly. Your teams will also work across the business as part of the six geographical Hub based Integrated Delivery Teams to improve our Project, Programme and Portfolio delivery effectiveness and maturity.

You will support your teams by developing and maintaining strong relationships with, amongst others, our delivery partners at Director level, Defra Group Commercial colleagues, contract specialists across the Environment Agency and Government, relationship managers and framework users (project and programme managers).

As a leader within MPDD you will actively support the department ensuring we enable delivery of the Environment Agency’s ambitions set out in the EA2025 and emission 2030.
As part of the PDO leadership team you will lead four related sub-teams providing joined up, strategic and frontline advice and support, across the portfolio on:

• Commercial Strategy.
• Commercial Assurance and Improvement.
• Framework and Supplier Relationship Management.
• Cost and Carbon.

Your team will consist of recognised centres of excellence, blending internal staff, with specialist ‘bought in’ consultants, co-located with customers.to help equip managers with the necessary commercial intelligence, skills and acumen.
You will:
• Have a degree level qualification OR substantial experience (5 years +) in managing a number of teams.
• Be a first class leader of teams which work to deadlines and/or assure output meets a defined process
• Have experience of developing and/or managing operations (conversion of resources into goods and services).
• Be an advocate for change; supporting stakeholders and being adept at having challenging and open conversations; promoting assurance and standard approaches.
• Be a great communicator able to adapt to a wide variety of audiences and styles.


Experience in one or more of the following areas is desirable:

o Portfolio governance.
o Commercial and Contract Management.
o Experience of leading service delivery.
o Delivery of projects, programmes and maintenance activities within the EA or a similar organisation..

Also desirable is:
o Relevant Professional Membership eg Chartered Manager.
o P30 Foundation.

This role is national role that can be based in any Environment Agency office.
Salary £58,174

Occasional travel (regionally or nationally) and overnight stays required.
