This is an exciting opportunity for you to support the Waste Regimes Operational Services (WROS) team in delivering outcomes funded by the National Enforcement Services (NES) Additional Waste Crime Fund (AWFC) programme, to 31 March 2020.

The project is focused on prevention and disruption of illegal waste exports at recycling sites. The approach will not occur at the port but is aimed to stop illegal waste at site prior to export; upstream at Material Facilities (MF).

The team will use an intelligence led approach working with WROS regime teams; Annex VII project team, Producer Responsibility Regulatory Services (PRRS), Material Facilities (MF) team, International Waste Shipments (IWS) team, and National Enforcement Services (NES), to deliver joined up outcomes. Helping to provide a viable response to recent public and political concern around our management of Green List (Annex VII) waste exports.

You will prevent waste being illegally exported at the site. Using data from Annex VII returns alongside data and information from WROS regimes. You will strategically plan visits to sites take decisions using enforcement response options to prevent illegal waste exports. Where appropriate, you will work with the WROS Investigations (WROSI) team where scale/scope of intervention requires partnership working and/or escalation.
The WROS team was established from 01 April 2019 following a restructure of our frontline delivery, consisting of experienced and knowledgeable Officers in Pan Area Teams (PATs) and National teams, who you will be working with closely. You will be part of the Support and Delivery Team, the support function within WROS, which is where the WROSI team also are.

Your team will work in partnership to deliver outcomes across the 4 PATs.
We are looking for the following skills and experience:
• ideally level 2 warranted, or can quickly obtain level 2 warrant
• awareness of WROS regimes: Producer Responsibility, IWS and MF, and how they impact each other
• data analytical skills and competent use of Microsoft Office applications
• interpretation and use of intelligence to make informed decisions
• experience of application of legislation and enforcement response options
• are able to work dispersed with frequent national travel
• are an effective communicator, presenting factual, verbal and written reasoning
• have good interpersonal/influencing skills with the ability to build and maintain effective working relationships
• are able to deliver agreed joined up outcomes, promoting coherent ways of working and a culture of ‘one team’
• prioritising/managing a varied workload, excellent time management and deliver value for money
• adapting or improving ways of working to increase efficiency and productivity
An intelligence led approach will determine travel requirements across the 4 PATs; North, Midlands, SE and SW. Therefore role will require national travel but your preferred based location will be considered. Your Team Leader will be based in Sheffield.

You will require a driving licence to attend site visits by (hire) car.
