We are looking for an enthusiastic and motivated individual to join the Waste Regimes Operational Services as a Freerider Investigations Officer.

The role focuses on bringing Freeriders (businesses avoiding financial obligations) into compliance and investigating potential past offences under the Producer Responsibility regulations.

You will work alongside the Freerider & Enforcement Undertaking Senior Technical Officer to help ensure companies are meeting their legal obligations to finance the recycling and recovery of packaging, batteries and electrical products they produce.

The work will involve:
• Answering technical queries
• Leading Freerider investigations
• Conducting producer compliance monitoring audits
• Supporting formal investigations and enforcement action

You will work in partnership with other departments across the Environment Agency to identify freeriders and bring them into compliance. This will in turn help create a level playing field between businesses and ensure that the environment and wildlife benefit through the £5.4 million already donated to date to environmental charities and projects, through the use of Enforcement Undertakings.

You will ensure; decisions are made on sound legislative grounds, provision of value for money and excellent customer service.
The Waste Regimes Operational Services (WROS); part of Operations Regulatory Services is a national team created in April 2019. We plan, monitor and deliver compliance and enforcement activity for the following areas of waste regulation; Separate Collections, Material Recovery Facilities, Packaging, Waste Electrical and Electronic Equipment (WEEE), Batteries and International Waste Shipments.
• Ability to work with a variety of colleagues to solve complex issues and deliver joined up outcomes
• Experience supporting and influencing others to deliver in a prioritised manner
• A great communicator with excellent time management, data management and interpersonal skills, presenting factual verbal and written reasoning
• Ability to coordinate the collection, assessment, reporting and saving of complex data in line with internal guidance and data protection guidelines
• Ensure the timely delivery of multiple activities within the team and across the wider business, providing support and technical direction to others
• Ability to apply appropriate legislation
• Competent use of Microsoft Word and Excel applications
• Experience of working in partnership with legal services is advantageous
• Experience of audit and/or investigative work is desirable
• Knowledge and experience of enforcement and using intelligence data and information is desirable
• A level 2 warrant is desirable
