Nuclear Power Stations are proposed in coastal locations including Hinkley Point C, Sizewell C, Bradwell B and Oldbury. The scale of these operations are greater than ever permitted before, and may significantly affect habitats. The decisions required to permit such activities can be highly technical, controversial and span the regulatory scopes of both the EA and MMO.

We are looking for a Senior Permitting Officer to join the NNB permitting team within the National Permitting Service, on an assignment basis for 24 months.

Working from an NPS hub (Bristol & Exeter, Solihull, Sheffield, Warrington, Nottingham or Ipswich) you will be expected to deliver effective pre-application advice on water quality permits for NNB projects. You will lead complex permit determinations, bringing together specialists from across the business to critique environmental assessments and deliver permitting decisions in a timely manner. You will collaborate with other Defra bodies to ensure all relevant environmental impacts/solutions are considered. Following permit handover you may need to provide technical support to customers in resolving pre-operational conditions.

You will work with E&B colleagues on improving/developing bespoke permitting processes. You will support the NNB Permit Coordinator on work stream progress, feedback on technical discussions and identify risks and issues.
You will join the Water Quality Regime within NPS, and be managed by the NNB Permit Coordinator. You will be supported in this role by the Regime Lead, Regime Sponsor and Technical Specialists. You will be expected to share learnings and good practice with the SPO community.

The National Permitting Service has responsibility for delivering the majority of the Environment Agency’s permitting responsibilities. Our teams strive to enable businesses to operate whilst protecting the environment.
• Ability to establish and maintain an open and honest relationship with customers, while being mindful of the need to be independent in our decision-making;

• Ability to solve process and technical problems in a risk-based and timely fashion, weighing up a range of information sources and considering differing viewpoints;

• Ability to explain complex, technical assessments in an accurate, accessible and engaging way;

• Ability to work independently and balance competing priorities – self-motivated and pro-active;

• Good planning and organisational skills to track work to completion;

• Experience in water discharge permitting.

Desirable skills
• A good understanding of the roles and responsibilities of regulators at the coast

• A good understanding of the Habitats Regulations
