This is an exciting opportunity to lead our operational input and response into the proposed Heathrow Airport expansion. We are currently engaging with Heathrow Airport Limited to protect and enhance the environment, whilst considering the economic growth the Government is seeking to achieve with a new runway at Heathrow Airport. We are recruiting a Programme Manager to ensure that environmental issues remain at the heart of each stage of the proposed development, so that the best outcomes for the people and wildlife are achieved.

The successful candidate will be able to deliver high quality results, build effective and influential relationships, protect and enhance our reputation whilst delivering strategic priorities. The role will provide opportunities to work closely with a range of colleagues (including senior staff) and National Office – as well as colleagues across the Defra group

Amongst other things, the Programme Manager will be required to:-

- Define the programme’s internal governance arrangements.
- Motivate and develop team members to ensure that an effective and appropriately skilled team is maintained
- Co-ordinate the programme’s projects/elements and manage their inter-dependencies including risk management
- Negotiate Service Level Agreements that meet Environment Agency standards, enabling cost recovery.
Reporting to the Area's Environment Planning and Engagement Manager initially, you will work closely with the Hertfordshire and North London's Area Leadership Team and manage a virtual Team of specialist staff who will be contributing their expertise and knowledge to the project. In addition, you may be responsible for some direct reports.

Your base location will be in Welwyn garden City. There will be some travel, for example to meetings at Heathrow and London.
The role is crucial for creating and maintaining focus, enthusiasm and momentum meeting the pace of the project. A good understanding of how to apply the Managing Successful Programmes (MSP) and Prince2 methods to programmes and projects is a key attribute.
In addition you will have proven ability of: -

• Delivering work within a programme and project management framework to time, cost and quality.
• Influence and negotiating effectively, both internal and externally.
• Working productively with internal and external partners/stakeholders to help deliver the outcomes of both a specific function/project/team and the wider organisation.
• Planning and monitoring the progress of engagement and consultations.
• Providing specialist advice, guidance and support to senior managers/external partners, in line with relevant legislation and best practice, in order to underpin risk based decision making and support environmental outcomes.

Excellent written and verbal communication skills are essential to this role.
