As the second largest navigation authority in England, we have a legal responsibility to ensure the statutory right of navigation is maintained. Having a sound sustainable funding programme is essential to deliver our responsibilities.

Joining the national navigation team you’ll take the lead in developing and implementing a new charging model and regime to ensure our users properly contribute to the services they receive. This challenging role will need you to develop strong relationships with national and areas teams and government to ensure the long term financial sustainability of our waterways. This role will also require you to develop and maintain relationships with our waterway users to ensure they understand the costs of the services they receive and how much they are prepared to contribute to these services.

Whilst the focus will be on developing the charging model you’ll also be expected to manage the relationships with the other departments that benefit from our management of the waterways, and support the objectives and aims of the wider navigation business.
The Navigation team sits within the Environment and Business Directorate, within Future Funding. We are responsible for setting the strategic direction for the navigation business and working with Defra, stakeholders and partners to support its delivery. We engage with customers and stakeholders to discuss the challenges we face, and involve them in shaping our future.
In addition to business development skills, you will need to manage several key priorities simultaneously. As well as excellent engagement and influencing skills, you’ll also understand the challenges of developing charging models within the EA. You‘ll be able to build relationships with key partners and user groups to support your delivery, as well as understanding the unique challenges of delivering a leisure industry. Your excellent networking ability will help you succeed in this role.
