Do you want to help London and the Thames Estuary adapt to climate change? At the Environment Agency, we do more than build flood risk management schemes. We strive to ensure that everything we do leaves a legacy to be proud of.

In this role, you’ll shape the funding strategy for the Thames Estuary 2100 Plan - the strategy to manage tidal flood risk in London and the Thames estuary to 2100. You will work closely with our dedicated team, operational area teams, delivery partners and external partners, to evolve our approach to funding adaptive solutions to manage the impact of climate change in the estuary. These solutions will need to align with low carbon and cost-efficient asset management, strategic planning for the riverside and sustainable growth across the estuary.

As our funding specialist, you will coordinate a strategic, estuary-wide approach to how we use and update partnership funding and contributions policies to deliver the Plan and improve our understanding of how cost and intervention assumptions impact our future investment strategies. You will lead the development of a long-term funding strategy that brings together wider government and external partners to identify and enable innovative structures, opportunities and contributions.
As part of Flood and Coastal Risk Management in the London Area, we play an essential role in enhancing and sustaining London. We seek and act on opportunities to engage with others, fostering relationships with key London organisations and our Area and National teams.

You will be part of our growing dedicated Thames Estuary team, made of dynamic and passionate experts in climate adaptation, planning, flood risk, assets and programme management.
To succeed in this role, you will need to be able to:
- Design and deliver effective strategies, based on stakeholder engagement and excellent analytical and commercial insight
- Secure funding via current and emerging, public and private sources of funding (capital and revenue grants, CIL, Green bonds, re-insurance, etc.)
- Build a strong understanding of local growth drivers and economic value of the assets protected within the Plan
- Understand the Government’s partnership funding rules/policies, but not be constrained by them
- Try new things using your creative thinking and convince others to join you
- Build and sustain relationships with key stakeholders, respectfully questioning and changing behaviour as necessary
- Work on your own as well as deliver through others
- Manage your priorities and workload pro-actively

Experience with complex asset management, delivering long-term strategies or construction projects involving multiple stakeholders and constrained delivery timelines would be beneficial.

The Thames Estuary 2100 Plan requires a wide range of internal and external stakeholders to take action to deliver the Plan. In this role, you will need to convince internal and external partners to come together to fund the delivery of the Plan. Tell us about a time where you have secured external funding for your organisation/project using your relationships with a wide range of internal and external partners. Be sure to explain what your approaches were to building trust and getting agreement for the funding.

In this role you will be grappling with a range of views on what the best way is to do something. Help us understand your ability to do this by describing a situation where your analytical skills and problem solving have enabled you to understand a problem, consider a range of options and recommend and deliver an optimal solution. Describe what tools you used to support your approach and decision making. If you can use a funding, asset management or flood risk example that would be beneficial.
Manages Change
On this programme you're dealing with an innovative, but complex 100-year Plan in an organisational system for planning, programming, funding and delivering projects and benefits that were not set up to deliver this type of long-term, strategic plan. A key part of your role will be to facilitate and enable change to the way we engage stakeholders and fund asset management in the estuary and achieve wider sustainability, carbon and partner benefits. Describe how you have approached planning and implementing change in one of your previous roles. Make sure you explain what your role was and how you built and sustained relationships in the process and what you learnt from it.
Focuses on Efficiency, Innovation and Quality
In this role, you will have to be comfortable in trying new ways to fund the delivery of the Plan and sometimes challenging how it’s been done historically to optimise our outcomes. Describe your experience in identifying, assessing and using innovative financial tools to secure funding for your organisation/project. Include the outcome of your work and what you learnt from it.
