In response to the findings of the Environmental Incident Management Review internal audits and complementary external reviews IM&R has initiated a programme called IMx. IMx will become the overarching wrapper for transformation of the IM Service to drive efficiency and effectiveness. IMx will design a new Target Operating Model for incident management including the establishment of clear service outcomes based on legislative requirements. The initial phase will drive stabilisation of the current service, and the establishment of the programme and transformation plan. It will involve significant cross-Agency engagement and produce a programme of works and full business case required to deliver a new Target Operating Model.

IMx is expected to deliver the new operating model design by 2025 and the detailed programme of works needed to deliver the functioning operating model. The next phase will need to deliver this programme of works. As IMx progresses it will need to operate alongside delivery of the existing service and complement existing projects in the IM Portfolio. This fantastic role sits within the National Incident Management and Resilience Team where you will work alongside other portfolio and service managers driving innovation projects to provide a sustainable and effective service that protects people, property, and the environment.
We are looking for someone who is motivated and passionate, and who has:

• Strong leadership skills with a proven ability to manage, adjust and sustain a positive working environment with clear action-focussed structure for a project team to be effective within.
• Strong networking and inter-personal skills to work with senior managers across the business to gain their confidence in delivering outputs and change that affects large numbers of operational staff, and with external suppliers to drive complex programmes of work collaboratively and at pace.
• Excellent, experienced, programme and portfolio management skills with proven ability to operate in an environment with multiple customers, inter-related workstreams and complex technical challenges. Experience of managing digital and data management projects would be a significant advantage.
• The ability to conceive and write EDT level documents and business plans, and present at all levels to audiences across the EA and partners.

Our team is based nationwide, your base location can be any of our offices (subject to Facilities approval) and there is good opportunity for blended home and office working. Some travel will be required.
