We are looking for an enthusiastic person to join our Water Resources Regulation team within the Environment and Business (E&B) directorate.

This is an exciting opportunity to use your knowledge and skills to ensure we properly manage water resources in England. We are looking for someone to set the direction and provide leadership for water resources licensing nationally. You will also support and advise colleagues and customers on water resources licensing matters.
You will:
• lead on WR licensing advice and support to the business including abstraction licence appeals
• lead on technical queries from our National Permitting Service (NPS) and the rest of the business around the high-risk delivery of New Authorisations
• advise Defra on WR regulatory matters and the development of new legislation as required
• develop new licensing policy and guidance
• work with, and influence, our customers and partners, including organisations representing abstractor interests from the public water supply, agriculture, industrial and power generating sectors
• support the implementation of the Environmental Permitting Regulations into the water resources business

The E&B WR Regulation team is a small, friendly team that sets the strategic direction for water resources regulation on abstraction and impounding. We achieve this by working closely with government, national stakeholders, and our operational teams. We develop and implement plans to deliver key legislation and provide technical advice and guidance to operational teams.
You will be passionate about the environment and keen to protect it. It is essential that you have detailed technical knowledge and experience of abstraction management, water resources regulation and legislation.

It is desirable that you have:
• experience of shaping policy and working with government to influence policy development
• experience of leading a national programme and coordinating area leads to deliver key environmental outcomes
• experience of technical engagement with stakeholders on challenging issues
• excellent communication and influencing skills, as you’ll be working with a variety of internal and external customers, and will need to be able to explain and describe sometimes complex technical issues and solutions
This is a permanent role. The work location is flexible, but you must have an office base. There will be occasional travel, mainly to London and Birmingham.
Interviews will be conducted via video call. We anticipate interviews will be held week commencing 12th December 2022.
