This is an exciting opportunity to join a specialist flood advisory team that support 54 Lead Local Flood Authorities (LLFAs) across the Thames Region to deliver flood risk management schemes.

One of the key objectives for the team is to enable LLFAs to deliver their surface water flood risk management programme funded largely by public money by March 2021. Successful candidates will be expected to influence and assist in every stage of project delivery including: feasibility studies, appraisal and partnership funding, amongst many other activities. The role requires innovative problem solving skills to progress projects through complex processes.

Whilst LLFAs are our key partners we work with a wide range of stakeholders and all work is focussed around taking a partnership approach. Sitting within the Environment Agency your work will be primarily with LLFAs. Candidates must therefore enjoy working as part of a cross organization team and have experience in engaging with stakeholders including public and private sectors and community groups to build strong long term relationships.

Excellent communication skills are essential due to the dispersed nature of the team. We are looking for pro-active, self-motivated people with experience in delivering successful water management projects to achieve all of this.
The team operates in the Thames catchment including but not limited to parts of Surrey, Gloucestershire and Essex. Hence, the team mostly work from a range of Local Council offices. Candidates must embrace weekly travel to and from remote working locations. There is a generous travel time policy to cover this. We work closely with another team supporting the London Boroughs to deliver the highest standard of service consistently across the catchment.
Essential:
• Degree in relevant subject or equivalent professional experience
• Strong understanding of flood risk management
• Project management and appraisal experience with evidence of successful delivery
• Ability to work independently and balance competing priorities and partners’ needs
• Experience of undertaking surface/drainage water management studies
• Use and interpretation of GIS and knowledge of modelling best practices
• Experience in engaging and influencing key stakeholders e.g. senior local government officers and councillors
• Experience of developing strong partnerships with other public and private sector organisations
• Ability to analyse data and designs to implement innovative approaches to remove barriers
• Self-motivated, with a pro-active approach
• Willingness and ability to travel
• Must hold full driving license
Advantageous:
• Experience identifying and securing funding settlements and contributions
• Understanding of the 5 case business model
• Experience of mentoring and coaching people in project delivery

The successful candidate will be based in the Reading office and work with the LLFAs outside London. This is a Grade 5 position (£34,330-£42,530) and you will have access to the Environment Agency pension scheme. A lease car option is also available.
