This is an exciting and influential leadership role in our Portfolio Management and Assurance department. The post will lead a team which brings together portfolio management responsibilities and expertise for flood risk, navigation and environment investment programmes nationally.
You’ll lead and enhance the Environment Agency’s allocation of Flood and Coastal Risk Management (FCRM) funding and monitoring and reporting of progress on £1bn per annum portfolio across a wide range of metrics.
For FCRM investment, you’ll take the lead in liaising with government to secure investment, create and maintain the FCRM 5 year outcome plan on behalf of the head of FCRM business and ensure evidence-based and equitable allocations of FCRM revenue funding across the business.
For navigation and environment investment programmes, you’ll manage programmes and work with executive managers in the Environment and Business directorate who lead relationships with government.
Collaboration is key, and you’ll work with senior colleagues across the Environment Agency and with Environment Agency Board members, Regional Flood and Coastal Committee (RFCC) Chairs, government colleagues in Defra, HM Treasury and Infrastructure and Projects Authority and other key stakeholders to achieve and demonstrate great value programme outcomes.
The Environment Agency’s “Portfolio Management and Assurance” department provides corporate portfolio management and assurance for all our infrastructure investment programmes. The department will play a central part in meeting our ambitious goals for protecting people from flooding and creating a better environment for all. The department is part of the FCRM directorate, reflecting the largest investment programmes and projects. The Director of Portfolio Management and Assurance is the head of business for FCRM and responsible.
As an experienced leader, you’ll have a proven inclusive leadership abilities to enable a diverse workforce to thrive and develop.
You’ll have excellent stakeholder (both internal and external) management skills with strong customer management and persuasion skills.

You’ll be skilled in managing portfolios of work to deliver excellent value for money, timely delivery and provide assurance of outcomes to meet the requirements of local people and government or other funders.

Experience of allocating funding, managing large projects, programmes or portfolios, reporting on performance, producing papers for senior governance groups and working with government would be beneficial.
