In E&B, we have secured significant funding to deliver a new set of online services and digital platforms that will transform how the Environment Agency regulates. Working with 3rd party providers and DDTS, we are currently recruiting for a number of exciting roles to help drive this change and implement technologies that will underpin the future of regulation.
The Programme Delivery Manager will lead the delivery of products and services that are often large, and complex requiring multiple teams and may have high technical or organisational risk.

You will be:
• Identifying success criteria, setting programme controls, standards, procedures, reporting and governance.
• Managing dependencies of varying complexity, potentially planning and feeding into larger programmes and portfolios.
• Removing blockers and managing risks, commercials, budgets and people.
• Balancing objectives and can redeploy people and resources as priorities change.
• Understanding, managing, and communicating to complex stakeholder groups, balancing priorities.
• Engaging specialist resources (3rd party suppliers and contractors) via appropriate commercial frameworks, and is responsible for supplier management to ensure successful delivery.
• Managing the relationships with internal digital and IT teams.
• Managing both the capital and revenue budgets for digital programmes.
• Undertaking line management duties.
The Digital, Innovation and Programmes team are in the Future Regulation directorate within E&B. Our work sets the strategic direction for the delivery of digital services that will transform how the Environment Agency regulates.

You will work in a wider multidisciplinary team, alongside Defra shared services and 3rd Party suppliers, to shape delivery of user centred online services and digital platforms so that they are more efficient, simpler, and faster to use.
We are looking for an individual with a good knowledge of the EA and its regulatory activities, as well as a strong background in programme management, specifically in technology and delivering transformation, ideally with experience of:

• Delivering complex or large agile services / products as part of multi-disciplinary delivery teams in a large organisation.
• Responsibility and management of programme finances £5m+.
• Knowledge of the Government Service Standard and Design Principles is also essential.
• Overseeing agile delivery methodologies and techniques, understanding constraints and risk management, building multi-disciplinary service teams.
• Managing commercial relationships with 3rd parties.
• Managing programme governance activities and establishing strong assurance frameworks.
• Planning, monitoring, and controlling delivery to maximise the efficient and effective use of people and finances in order to ensure that all activities are completed to time, cost and quality targets.
• Providing coaching and direction multi-disciplinary teams.
