This is a unique opportunity to apply your technical leadership and knowledge to improve air quality. You will support delivery of the Clean Air Strategy for England, a priority for Government, Defra and the Environment Agency.

Principally, you will drive the consultation on new Environmental Assessment Levels (EALs) for some of the more significant pollutants produced by our regulated industry. You will work closely with the Chief Scientist’s Group, UK Health Security Agency (previously Public Health England), and our external communications team, to develop new EALs for key compounds and to consult with our stakeholders on these. The goal will be to safeguard human health from emissions from our regulated industries. You will also work closely with an in-house toxicologist to support the ongoing work, and/or manage a consultancy contract to provide necessary toxicological expertise.

Finally, you will increase our technical resilience in air quality by supporting technical networks and our Air Quality community of practice, and becoming involved in other aspects of the work of the Air Quality Team. For example, using Pollution Inventory data, you may review the most significant industry sectors responsible for the release of key pollutants, to determine potential approaches for emissions reduction.
You will be working in the Monitoring and Assessment (M&A) team within Radioactive Substances and Installations Regulation (RSIR), part of the national Environment & Business Directorate. You will work collaboratively with the Installations teams in RSIR, in particular Manufacturing and Energy.

Other M&A units lead on noise, amenity and emissions monitoring and certification (MCERTS) respectively.
You will have a good understanding of:

• UK, EU and international air quality legislation
• Air Quality standards and EALs, how they are derived and the impact of any changes
• the H1 system and the use of digital risk-based systems
• Regulation of industrial installations and the permitting process
• REACH values and methodologies, toxicity levels, standards and values
• Our Pollution Inventory system and the use and extraction of the data therein.

To achieve the role objectives, you will:

• Have experience in delivering technical information in accessible language; be familiar with preparing and responding to technical consultations; be comfortable with preparing briefings with short-term deadlines.

• Be skilled at influencing outcomes through effective relationships with colleagues and customers.

• Have worked with Excel spreadsheet and online models, and managed large amounts of technical information.

• Have experience of planning, managing and delivering tasks to challenging deadlines.
