Defra’s Clean Air Strategy and the Environment Act 2021 aim to improve ambient air quality. We are recruiting a senior specialist to support this, focusing on key air quality activities including:

• Leading on the reduction of ammonia emissions from our regulated industrial sectors, and supporting reduction in agriculture, supervising the activities of a dedicated staff member working on this area.
• Representing the EA on air quality issues with external groups, comprising both regulators and stakeholders
• Working with partner bodies and regulators to devise common solutions to emissions management and impacts assessment
• Overseeing a staff member working on emissions trends, and on opportunities for reductions of pollutants such as NOx, SO2 and PM2.5 from industrial sources. Advising and supporting the processes for the Environment Agency Pollution Inventory
• Applying Sector Plans and working with specific sectors, e.g. cement and minerals; waste incineration, combustion; and inorganic chemicals; in emissions reductions.
• Working with external bodies on future international legislation, e.g. Defra International Emissions group and National Emissions Group (Gothenburg Protocol revision)
• Keeping abreast of and influencing developments on air quality monitoring and abatement, and cascading necessary information within the Environment Agency by providing appropriate training and presentation.
You will be working as part of the Air Quality section of the Monitoring and Assessment (M&A) team, within Radioactive Substances and Installations Regulation (RSIR), in the national Environment & Business Directorate.

M&A also has teams specialising in environmental noise, and odour/amenity issues.
You will have a good understanding of:

• UK, EU and international air quality legislation
• Air Quality standards, National Emissions Ceiling Regulation requirements, and the air quality targets stemming from the Environment Act 2021.
• The approach to regulation of industrial installations
• The effects of atmospheric ammonia on vegetation, and how this can be assessed and mitigated

To achieve the role objectives, you will:

• Be able to work with a wide range of internal and external customers.
• Have experience in delivering technical information in accessible language; be familiar with preparing, running and responding to technical consultations.
• Be skilled at influencing outcomes through effective relationships with colleagues and customers.
• Have experience of planning, managing and delivering tasks to challenging deadlines.
• Be comfortable in the management of junior staff
