As Programme Executive, you will lead the delivery of our Flood Forecast Model Improvements Programme, a 5 year £40m programme delivering strategic improvements to the quality of EA’s flood forecasting models. This includes the development of innovative new approaches e.g. uncertainty strategies and use of Artificial Intelligence as well as delivering improvements with today’s approaches and technology. Our forecasting models underpin the forecast led Flood Incident Management Service for EA and our incident response partners.
The role sits within Evidence and Risk: EA’s lead experts in modelling, forecasting, mapping and analytics, providing a range of services to support the understanding and reduction of flood risk.

In this role you will: 
•Act as programme executive, fulfilling the full range of responsibilities outlined in the corporate guidance: LIT 13478 - Project roles, responsibility and governance.docx (sharepoint.com)
•Lead the development of the Full Business Case
•Develop a high performing delivery team
•Champion the programme across the business, and lead on embedding change
•Contribute to the Management Team for the wider Evidence and Risk business unit, ensuring we have an environment in which technical teams can flourish.

You will be part of a new exciting and dynamic programme team, focussed on innovation and improvements to the flood forecast provision for the EA’s Flood Incident Management Service. Supporting the provision of evidence to support a nation resilient to climate change, Evidence and Risk are the lead experts in flood hydrology, modelling, forecasting, mapping and analytics, at the forefront of the application of science to increase resilience to flooding, coastal change and environmental hazards.
Essential
Experience of leading Project/Programme delivery within EA, including projects with complex and competing priorities.
An established track record of working on improvements projects to deliver operational benefit, ideally bringing in new technical / scientific methods and approaches.
Identified and assessed delivery risks and managed/supported project governance groups.
Adept at building and maintaining relationships, communicating and influencing, working collaboratively with others and learning from others.
Experience of actively managing a wide range of stakeholder relationships and tailoring your approach.
Good knowledge of EA’s commercial / contractual arrangements.

Desirable
•Experience as a Project/Programme Executive within EA, as detailed in LIT 13478 - Project roles, responsibility and governance.docx (sharepoint.com))
•Professional qualifications in project/programme management.
•Experience of delivering ambitious projects and operational change initiatives on a national scale, and/or projects involving an IT element within Defra Group.
•Working knowledge of the Flood Incident Management Service and the Service Management approach to its delivery

The team will be a remote team operating from around the country. You can choose your base location from most offices (subject to facilities approval).
