Defra’s Clean Air Strategy and the Environment Act 2021 aim to improve ambient air quality. We are recruiting a senior specialist to support this aim, focusing on ambient air quality monitoring and fine particulate matter (PM2.5) specifically.

The post holder will lead projects to manage and develop MCERTS, the Monitoring Certification Scheme, to continue to provide quality assurance for our national air quality monitoring role; and work closely with the National air quality monitoring team. The role will advise on changes to regulations, and how these may impact instrument use on the National monitoring network; advising on instrument procurement, and evaluation of procurement, for the Automatic Urban and Rural (AURN) network (notably expansion of the PM2.5 network); helping with designing a new particulate matter equivalence programme for the AURN network, to provide meaningful data on a wider range of site types and for lower targets; and providing technical guidance on the best roadside analyser for the AURN network, for concentration target for PM2.5 on an expanded network of equivalent sites.

Tasks will also involve updating and preparing MCERTS standards and guidance for GOV.UK publication; and working closely with our appointed certification body to manage MCERTS certification of ambient monitoring equipment.
You will be working in the Monitoring and Assessment (M&A) team, within the Air quality and the Emissions Monitoring and Certification teams. M&A is part of Radioactive Substances and Installations Regulation (RSIR), within the national Environment & Business Directorate.

M&A also has teams specialising in environmental noise, and odour/amenity issues.
You will have a good understanding of:

• Ambient air quality legislation
• Ambient air quality monitoring equipment
• National and local air quality monitoring networks
• Certification of equipment applicable to this area of work

To achieve the role objectives you will:

• Be able to work with a wide range of internal and external customers.
• Be skilled at influencing outcomes through effective relationships with colleagues and customers.
• Have experience in producing technical information in accessible language;
• Have experience of planning, managing and delivering tasks to challenging deadlines.
