• The Environment Agency is the regulator of the Reservoir Safety Act (permitting, compliance and enforcement) in England. This role is the Environment Agency lead for this work. Lead on future changes to this regime.

• Lead the Large Project Review Group (projects >£10m) to provide robust scrutiny of larger investments - Work closely with internal investment assurance boards to ensure a coherent framework for investment assurance for smaller and larger investments

• Work closely with Defra and HMT to steward Environment Agency investment cases for very large investments through government assurance processes - Provide investment advice to the CEO/Delegated Director for approval of all large FCRM (£10m) decisions and possibly smaller value decisions.

• Provide leadership on the Environment Agency’s role assuring proposals from other Flood and Coastal Risk Management Authorities (Local Authorities and Internal Drainage Boards) for FCERM capital grant investment. Identify and manage risks to achieving the targets for Environment Agency infrastructure delivery programmes through approaches to investment assurance.

• Lead, develop and motivate the Investment Delivery Assurance, Reservoir Safety and River Regulation teams as well as wider operational teams to ensure business plans are delivered and adapted to ensure the achievement of customer and environmental outcomes.
River and Asset Regulation provides national support for our environmental permitting activity. You will also be the sponsor for a business improvement project that is aiming to implement important changes in 2022.

Reservoir Safety ensuring actions are taken to protect the public and check compliance with the Reservoirs Act 1975.

Investment Assurance provide confidence to the Environment Agency Board that the investment decisions across our whole array of assets are optimal
The following qualifications/experience are expected for this role:

• Degree level qualification
• Engineering and/or experience of developing business cases and leading assuring services would be an advantage.
• Experienced and effective leader with a proven inclusive leadership abilities to enable a diverse workforce to thrive and develop.
• Excellent stakeholder (both internal and external) management skills with strong customer management and persuasion skills.
• Experience to effectively inform government policy and / or designs, implement and support an approach to translate policies into cost-effective operational activity delivering outcomes for people and the environment
• Skilled in managing programmes of work to deliver excellent value for money, timely delivery and provide assurance of outcomes to meet the requirements of local people and government or other funders.
• Experience of producing papers for senior governance groups and working with government would be beneficial.
