The focus of the Commercial Data Analyst is programme-level commercial, cost and business analysis and the support of the Cost and Carbon team’s tools and systems. The role reports to the ncpms Programme Cost Forecasting Manager, and has the following responsibilities:

• Providing analysis and writing reports for strategic (ie non-project specific) cost questions, drawing on available data from ncpms, the Environment Agency and other sources.
• Running data and process improvement projects in response to maturity assessments and wider data strategy.
• Administering the Project Cost Tool (a database tool used for forecasting and benchmarking project costs) – updating indexation; maintaining an issues log and chasing for updates; managing rates updates.
• Managing data (in and outside the Project Cost Tool) to ensure the Cost and Carbon Team can source data for specific programme questions. Working closely with the Business Team to use and develop reporting products.
• Producing metrics and reports to monitor the performance of the Cost and Carbon Team, and to disseminate cost intelligence findings throughout the Environment Agency.
• Helping to develop the system replacing Project Cost Tool alongside the Programme Cost Forecasting Manager.
The Environment Agency’s National Capital Programme Management Service (ncpms) provides a project and programme management service, and is responsible for project management of the Flood and Coastal Risk Management (FCRM) Six-Year programme.
The Commercial Team in ncpms includes the Cost and Carbon function, responsible for:

• Providing an effective cost forecasting service
• Providing a programme-level cost intelligence service
• Providing an effective carbon planning service
• Developing the cost and carbon modelling capabilities
• Tenacity – ability to deal with complex systems and organisations and following through on actions, even when there is not a clear solution.
• Confidence – we will often not have set processes to follow, and so there is a need to be comfortable with things not being set in stone.
• Curiosity – an interest in uncovering answers and digging into the ‘why?’
• Excellent Excel skills along with an understanding of data analysis and presentation, particularly of cost or financial data.
• Experience in project management, cost estimating, finance or a level of commercial experience (eg the key types of contracts and frameworks used by the Environment Agency) would be advantageous.

The Cost and Carbon Team are going through an exciting period as we expand our services to provide greater strategic insight across the FCRM Six-Year programme. Our focus previously has been at the project level (such as project cost estimating), and we need to develop new strategic analysis capabilities.

The role offers a great opportunity to see the Environment Agency’s business from a new perspective, and to be involved at a strategic level in the management of the FCRM Six-Year programme. It would suit an individual with a critical and enquiring approach who is looking for a new challenge – whether a recent graduate or an experienced individual with a numerate background.
