We’re seeking a proactive and organised Programme Manager to join us in delivering a new and exciting Flood Hydrology Improvements Programme. The team will deliver projects improving hydrometric data, hydrological modelling techniques and our capability in flood hydrology. The programme has a budget of £6 million over the next 5 years, with more than 20 project topic areas delivering the first phase of the Hydrology Roadmap.
General accountabilities:
• Lead development and approval of business case
• Identify and manage stakeholder relationships and highlight need for senior level support.
• Oversee planning, scheduling and resource estimation for the programme
• Oversee programme risk and issue management. Ensure mitigations are in place, project risk escalation and best practice risk management.
• Maintain overall integrity and coherence of programme and governance framework to support each project. Plan programme assurance activities.
• Ensure dependencies are actively managed
• Build project community and raise the profile of the programme across the business
• Provide advice and coaching to project managers and project support officers
• Creation and maintenance of the programme plan and financial reporting, spanning the future five years
• Managing programme board
The team consists of project managers, senior hydrologists, a senior team leader and a grade 7 manager as the programme executive. The team has mixed backgrounds recruited from academia, consultancy and internally. We are a dispersed team spread out across the country.
This team sits within Evidence and Risk (E&R), a national team of 140 that provides expert analysis and advice to manage flood risk and improve resilience through delivering modelling and hydrology.
• Excellent, proven programme / portfolio management skills, with good knowledge of best practice in programme and project management. Experience of working in a Portfolio / Programme Management Office desirable but not essential.
• Demonstrates success in influencing project managers, Deputy Directors, and team members, providing constructive challenge and coaching/support in order to drive programmes with pace, and to clear hurdles
• Shows leadership and can gain credibility, respect and co-operation throughout the business by showing the appropriate leadership behaviours
• A successful track record of planning and delivery in a complex business environment
• A good working knowledge of procurement practices, and working with technology providers and providers of scientific expertise
• Experience in pipeline prioritisation, project assurance, writing or assuring business cases, and benefit management also desirable.

In order to deliver the assurance elements of this role, the post-holder will need to be able to convince busy project stakeholders to share information with the programme and engage in programme activities.
