This leadership role oversees one of five functional teams within the Commercial and Framework Management Team. Your responsibilities include general management and leadership of your team and supporting the wider team lead the day-to-day operation of a busy commercial function.

This role will lead the Commercial Centre of Excellence team. You will have oversight of;

Commercial capability and maturity,
Commercial Strategy and industry best practice,
Commercial processes, standards and guidance,
Secretariat for Commercial boards and risk register

Accountable for the services your functional team provide you will strive to continuously improve the function to provide best value with the resources available. Building capability across your own and other teams and developing people, processes and systems is integral to this role.

Working closely with Defra Group Commercial you enable delivery of our £1bn delivery programme through our frameworks and contracts. Work is ongoing to embed Government Functional Standards and Cabinet Office Playbooks, you will ensure we are compliant with necessary legislation and standards. You will work with a broad range of people across internal and wider government departments, our supply chain partners and industry experts.

Responding to incidents is a central part of what we do. You will be required to have an incident role and make yourself available to respond to incidents or provide business continuity support during an incident. This may attract an additional payment and full training and alternative working arrangements will be available to support you with your incident role.
We are the Commercial and Framework Management team, part of Major Projects and Programme Delivery. We provide Commercial and Framework Management services; Commercial Risk Management, Should Cost and Benchmarking Intelligence, Operational Framework Management, Future Framework Provision, and a Centre of Excellence (CoE).

Together with Defra Group Commercial, who provide Procurement services and Departmental CoE, we are the Commercial Function that enables delivery of our Asset Management Delivery Portfolio, creating a better place and resilient communities.
Experience of leading teams or functions is a prerequisite, preferably with a service provision or technical background. You will be able to demonstrate excellent leadership skills in an operational environment and understand a system approach.

Your in-depth experience of working within a commercial function, implementing industry best practice and a working knowledge of NEC contract management, commercial standards and regulations is important for this demanding role.

Excellent communication skills, a proven track record of effective risk management and an ability to share knowledge, experience and improve organisational capability must be demonstrated. Experience of collaborating across teams, departments and organisations and successfully managing competing demands or objectives is required.

You will have a degree, or demonstrable equivalent experience. Further qualifications in commercial or contract management would be advantageous, and you will have or be willing to obtain Practitioner level on the Civil Service Contract Management Capability Programme.
