Lead a skilled team of commercial intelligence and benchmarking analysts and specialists to develop and improve our cost and carbon databases and intelligence.

Duties:

• Line manage Bought in Service and EA resource, including management of recruitment and team growth
• Oversee and provide/undertake statistical analysis on cost and carbon data
• Manage the alignment cost and carbon data into one database/ source
• Provide benchmarking data and benchmarks for estimates
• Oversee the collation and quality assurance of cost and carbon actuals and estimating system data
• Manage, maintain and quality assure cost and carbon data and databases
• Manage cost and carbon estimating system administration
• Produce strategic cost and carbon intelligence reports
• Develop and improve the cost and carbon service.
The Commercial and Intelligence Benchmarking team forms part of the wider Cost and Carbon team. The central purpose of the team is to develop and improve our cost and carbon databases and intelligence to inform our estimates and target cost setting process; support the improvement to technical standards and provide commercial intelligence to support skills and capability improvements across the organisation.
• Management/ team leadership
• Experience of cost and carbon data management and assurance
• Experience of providing/undertaking cost and carbon benchmarks
• Experience in providing/undertaking detailed statistical analysis
• Experience in managing data and admin of estimating systems
• Excellent Excel, finance and commercial skills
• Good project management and personal time management skills
• Familiarity with NGSA framework conditions
• Familiarity with standard forms of construction contracts (NEC3 and 4) and the infrastructure and construction industry
• Combination of professionalism in dealing with stakeholders and assertiveness in representing the Client’s interests in Value for Money and Client set target costs
• Familiarity with the drivers for aligning cost, carbon and efficiency and the commercial advantages to doing so
• Experience of working in a commercial environment word be advantageous.

The role location is flexible as we are a dispersed national team.

Driving licence ideally required as some driving may be necessary. Occasional travel (regionally or nationally) and overnight stays required.

This role involves negotiating with a lot of different stakeholders, both internally and external to the Environment Agency. Describe a situation where you have needed to balance the needs of a variety of stakeholders with differing drivers to reach a successful outcome on one of your projects.
