The Programme Cost and Carbon Forecasting Manager (PCCF) is the strategic lead on cost and carbon intelligence within the Environment Agency. Ensuring the systems, support and intelligence necessary to achieve best value for our funding are provided, maintained and developed. This includes working with sponsors, stakeholders, industry and other operational teams within government to:

• identify and adopt available best practice
• adopt effective sustainable carbon and cost policies and approach
• oversee the development of cost and carbon targets
• develop effective carbon and cost benchmarking
• lead the commercial efficiency reporting
• support project teams through their cost and carbon team(s)
The Commercial Assurance & Framework Management Team sits in the Portfolio Assurance team within Assets and Programme Management. They enable access to specialist advice and assurance, enabling and supporting more sustainable, capable and efficient ways of working. They manage the main national framework and supplier relationships and provide commercial support to the operational teams through advising on contract and risk management, and cost and carbon planning and estimating.
Educated to degree level or equivalent in a relevant discipline (Civil/Environmental Engineering, Construction, Surveying and Applied Mathematics), with full membership of a relevant professional institution (ICE, CIWEM, RICS, APM)

We need a statistically competent, articulate and commercially aware person to take forward our capability in this key area. You'll possess proven ability or knowledge of:
• Use of cost databases to provide estimates for new projects.
• Analysis of commercial and carbon data.
• Advanced Excel spreadsheet skills.
• Training and supporting project teams.
• Data quality assurance process.
• Providing reports to senior management to aid decision making.
• Specifying system improvements and fixes.
