We are looking for a Flood and Coastal Risk (FCRM) Enforcement & Engagement Officer to ensure the effective management of flood risk. You will work in our Hertfordshire and North London Area (HNL) to tackle a range of flood risk activities to rectify unlawful works and carry out enforcement action up to and including prosecution. FCRM Enforcement action (including but not limited to criminal sanction) may be taken in situations where flood risk activities have been undertaken without, or in breach of a Permit condition or compliant with appropriate Legislation. To do this, you will work with riparian owners as well as contractors who are conducting refurbishment works to make sure they comply with planning conditions and environmental permits. You will work with others and use a variety of enforcement and engagement skills to encourage compliance or take enforcement action when land owners do not fulfil their legal obligations. You will engage with the public to communicate flood risk and contribute to the delivery of work to maintain and improve Hertfordshire and London’s flood defences. You will have the opportunity to join our standby teams who respond to incidents caused by tidal/river and surface water flooding.
You will join the Asset Performance Teams who manage the whole life cycle of flood defence assets in HNL. You will join a small and dedicated FCRM Enforcement & Engagement Team within APT, specialising in dealing with flood risk engagement and enforcement. Principally encouraging compliance through engagement but also using our enforcement powers to conduct investigations into serious flood risk activity. To achieve this, we work closely with our internal and external third party organisations.
You will be able to demonstrate enforcement knowledge including evidence gathering and case file population. You will also routinely have worked with external, third party organisations; talk directly with communities; landowners and partners informing, discussing and delivering joint outcomes. You must be able to work independently, make decisions and prioritise and plan work to achieve positive environmental outcomes. Strong communication skills and the ability to develop good relations with customers and partner organisations are vital to this role
