Can you make a real difference to managing flood risk within Greater Manchester, Merseyside and Cheshire?

We are appointing an advisor who will work closely with local authorities in Greater Manchester, Merseyside and Cheshire to support delivering capital projects which reduce the risk of flooding to homes, businesses and infrastructure.

We are looking for an individual who is driven, thrives on delivering at pace, who easily develop supportive and productive relationships with partners, and who can adapt their approach to partners’ different needs. Your support will enable project business cases to be prepared and approved more quickly, reducing the flood risk to communities sooner. You might help local authorities to secure resources for their projects, helping them access suppliers through the Environment Agency’s framework contract where appropriate.

Delivering the projects on the current programme is the immediate priority but once in progress the advisors will also work with their local authority partners to identify future projects to develop the future investment programme.

The necessary training and support will be provided.

The role will be based at our Warrington Office but you will be required to work the majority of your time in the local authority offices in your partnership area.
The posts are part of the Flood Risk Management teams covering Greater Manchester, Merseyside and Cheshire (GMMC). The role sits within the Programme team and will work closely with the Partnerships and Strategic Overview teams. You will become a supporting member of project teams within the local authorities you support.
You will have excellent partnership working skills, fully appreciating how to create valuable two-way working relationships.

You will have knowledge and experience of appraising or / and delivering capital projects including preparing proportionate business cases, ideally in line with HM Treasury’s five-case business model.

Experience of working in or with local authorities is desirable.

Knowledge of flood risk management and the partnership funding arrangements would be advantageous but is not essential.

You’ll need to be:
Confident and customer focused, with the drive to deliver at pace and ensure that our work makes a real difference to our communities.
Comfortable working to tight deadlines and keeping within budget constraints, having successfully delivered projects before.
An influential communicator with the proven ability to build excellent relationships.
