We are the Environment Agency, we protect and improve the environment. We work with government, local councils, businesses, civil society groups and communities to make our environment a better place for people and wildlife.

We are looking for Environmental Crime Officers to specialise in responding to, and investigate reports of illegal waste sites and operations across the West Midlands area. Your focus will be to stop operations being undertaken on illegal waste sites and then ensure that the site is closed and cleared of waste by the occupier or other appropriate party. You will use your influence, and prevention and disruption techniques along with the option of follow up enforcement action in line with the Environment Agency’s Enforcement and Sanctions Policy.

We operate under Environmental legislation, and you will have the opportunity to develop your knowledge in this area. You will investigate these sites and operators and gather relevant information and evidence of crime in the waste sector. We operate an intelligence led approach and you will feed information into this using relevant systems.

This area of work is critical to ensure a level playing field for those operators that operate legally.
You will be part of a high performing Illegal Waste Sites Team, which sits within our Environmental Crime department. Our experience shows that a combination of strong influencing and persuading techniques can be enough for those that fall short of legal compliance, however, the serving of enforcement and penalty notices are fully considered where persistent, repeated, deliberate and/or criminal intent is evident. Prosecution may follow on. You will contribute towards our targets in this area.
Through your experience you will be able to demonstrate most of the following:
• Investigation of offences and the gathering of evidence;
• An ability to influence others to undertake action and comply with regulations;
• Use of engagement and persuasion techniques, including working with partner bodies or agencies to achieve a common goal;
• Enforcement of legislation or policy where appropriate;
• Use of different computer systems to record and retain information (training given for systems, but basic and competent IT skills are mandatory for this role);
• Delivery of work by planning, tracking, gathering and maintaining data/information;
• Ability to work both on your own initiative and as part of a team to make decisions and achieve planned outcomes;
• Knowledge of PACE (Police and Criminal Evidence Act) and a good understanding of disclosure under CPIA is desirable;
• An understanding and experience of hostile situations is desirable.
Everyone starting in a new role will be welcomed into the team and given all of the training and support you need to succeed.
The role will require frequent travel across the West Midlands Area. The post requires a full UK driving licence. Business mileage will be paid. Lease car is available with the role.

You may also be required to participate in incident rotas to support the Incident Management function of the Environment Agency.

Fully funded opportunities to develop further academic/professional qualifications are also available. You will have access to one of the following apprenticeships:
Level 4 Regulatory Compliance Officer
Level 4 Intelligence Analyst
