You will undertake business critical comms and engagement work associated with Carriers, Brokers and Dealers (CBD) regime. This role will contribute to a ground breaking Regulatory Reform project for CBD. The role will help deliver ‘once in a generation’ changes to how we regulate and enforce the movement of waste. Your engagement skills and communication techniques will help to ensure the success of the reform and will play a significant part in enabling a smooth transition to new ways of working. There may be some line management responsibilities associated with this role.

You will:
• You will drive the development and delivery of the communications and engagement strategy and plan for CBD reform.
• Use innovative and tested methods of comms to improve delivery across the CBD regime.
• In the longer-term, design and lead engagement with local authorities, community groups and police forces across the country.

Responding to incidents is a central part of what we do. You will be required to have an incident role and be available to respond to incidents or provide business continuity support during an incident. Full training and alternative working arrangements will be available to support you with your incident role. This may attract an additional payment.

This post sits within WCAT team, within Waste Industry Regulatory Services (WIRS), in National Operations. The team is dispersed working across the country. We are a high performing team that delivers priority technical work, supporting waste regimes, providing leadership to national projects.


The CBD regime is managed through E&B Waste Regulation and WIRS. Together we lead the business on CBD work, supporting Government, industry and colleagues.
You will:

Have significant comms experience and be confident in your ability to deliver.

Identify potential risks to successful engagement and prepare strategies to manage them.

Be a specialist in your field and be able to draw on this to successfully engage with customers and partners from across the country.

Be able to showcase successful campaigns where you have designed and led the comms and engagement.

Have a strong customer focus. An ability to deliver results through others is crucial.

Ideally have knowledge of waste compliance, environmental regulation of the waste industry and our enforcement processes is desirable but not essential.


Comms leadership and delivery are essential along with:
• working independently, organising yourself and your workload
• ‘owning’ your role; initiating tasks, setting high work standards and delivering
• planning, managing and delivering complex tasks to deadlines
• building/maintaining effective relationships
• Being comfortable with dispersed working
Office base is flexible. You will need to be comfortable with working in a dispersed team. The role will require travel to London, Birmingham, Sheffield, Bristol and other locations.
