This is a unique opportunity to work closely with local authorities across the North West to help them to deliver flood risk management projects.
We are in the third year of a six-year capital investment programme which has over £200 million of government funding for the North West, supplemented by local funding contributions. This programme will provide new and improved defences to reduce the risk of flooding for almost 40,000 households. Additional resources are needed to help deliver this programme.
There are five posts in total, each supporting local authorities within one of the flood risk partnerships: Cumbria, Lancashire, Greater Manchester, Merseyside, and Cheshire Mid Mersey. This advert relates to the three posts for Greater Manchester, Merseyside, and Cheshire Mid Mersey.

The primary focus of the roles will be on supporting authorities to deliver their projects on the consented investment programme and identify and develop a longer term programme. This means providing hands on guidance and support to prepare fit for purpose and proportionate project business cases to justify investment based on the outcomes that the projects will deliver.
You’ll be a member of the Flood Risk Management teams covering Greater Manchester, Merseyside and Cheshire. The role sits within the Programming team at the EA and will work closely with the Partnerships and Strategic Overview teams. You will also become a supporting member of project teams within the local authorities you support.

Different authorities will require different levels and types of support so you will need to understand this and prioritise your support accordingly.
The ideal candidate will have experience of appraising capital projects and preparing proportionate business cases in line with HM Treasury’s five-case business model. You should have a good knowledge of flood risk management and the partnership funding arrangements. You will ideally have experience in managing projects using consultants/contractors. You will learn Environment Agency (EA) processes and systems and use your knowledge of this to enable project business cases to be prepared and approved more quickly. You may also be required to help local authorities to secure resources for their projects, helping them access suppliers through the EA’s framework contract as appropriate.

The role will be based at an EA office but you will be required to work the majority of your time in the local authority offices in your partnership area. You will learn about Local Authority processes and systems so you can co-ordinate these with the EA’s.

A driving licence is essential due to the need to work between various offices.
