Effective regulation of waste management activities, from producers to movers and receivers of waste, increasingly requires a holistic and integrated approach. We must use the full range of regulatory tools in the most effective way to achieve regulatory compliance and tackle non-compliance.

You’ll assess how we’re currently delivering waste regulatory activity in areas including Hazardous Waste, Duty of Care, Waste Shipments and Producer Responsibility, and influence changes that will make waste regulation more effective. You might review site inspections and audits, regulatory tools, staff training programmes and our planning and monitoring processes. You will need to build a good understanding of how waste regulation activities are funded, so that we can clearly demonstrate how we use income and how effective we are with it. You will work as part of a small dedicated team, but you will be involved with a wide range of internal colleagues and the waste industry.

The outcomes we expect from further integration are improving poor performing sites, better handling of waste from cradle to grave and less waste crime. Roles with opportunities to influence better regulatory results on a tactical scale such as this are rare.
The Waste Regulation team sits within the Environment and Business directorate and sets the strategic direction of waste regulation within England. We are currently in an exciting time where there are several new initiatives from government as well as our own aspirations around waste.

You will work with frontline colleagues, Defra and other government departments and industry to help create a cleaner, safer and healthier environment whilst supporting economic growth.
A good understanding of the waste industry and how it’s regulated is required; this will allow the right person to ensure the way we deliver our work is the most effective and efficient.

We are looking for someone with a track record of dealing with complex activities and legislation, who can step back and identify practical improvements at both procedural and policy level. This experience could have been built from a number of different roles; it needs a constructive and engaging approach to assessing current activities and an ability to identify opportunities for improvement within the context and constraints of how we use our income.

We work with a number of external people which include local government, waste companies, trade bodies and consultants. Experience working with or for one of these is very transferrable into our organisation.
