Working in the Commercial Assurance and Framework Management Team (CAFM) in the Portfolio Delivery Office (PDO) within Major Project and Programme Delivery and in the Local Operations Directorate you will lead and grow our dedicated framework management team. You will oversee and maintain our framework management infrastructure and governance, building a centre of excellence for the Environment Agency to ensure our key partnerships are in place and equipped to deliver our corporate objectives and ambitions. To be successful you will develop and maintain strong relationships with our delivery partners at Director level, Defra Group colleagues, contract specialists across the Environment Agency and Government, relationship managers and framework users (project and programme managers). You will lead on the development of framework schedules and support the design and introduction of any new commercial arrangements. You will support continuous improvement by working in close partnership with the Commercial Strategy, Commercial Assurance and Cost and Carbon teams.

As a leader within the PDO you will also actively support the development of the new department to ensure we enable delivery of the Environment Agency’s ambitions set out in the EA2025 and emission 2030.
As part of the management team within CAFM you will lead a team of 6 Client Framework Managers, who will themselves be responsible for the management of individual frameworks. You will work closely with them and others in CAFM MT to ensure our national frameworks are managed in a consistent, dedicated, and ‘best in class’ way when measured against the HMG (Cabinet Office)’s Construction Playbook and Contract Management Professional Standards, and appropriate forms of contract.
You’ll need to demonstrate your exceptional track record in contract management. You will have a good understanding of lifecycle delivery and extensive experience of delivering programmes of work plus one or more of the following areas is essential:
Portfolio, Programme or Project Governance.
Commercial and contract management.
Project management of engineering and construction projects.
Project management in Flood & Coastal Erosion Risk Management.
You will be a first-class leader able to work collaboratively across teams, including supply chain partners, to deliver desired outcomes on time and to budget.
You will have reported to Governance Boards and have experience of leading and promoting continuous improvement and change.
Alongside a relevant degree, corporate membership of a relevant professional body such as the Institution of Civil Engineers, Chartered Institution of Water and Environmental Management (CIWEM) or Royal Institution of Chartered Surveyors (RICS) is essential.

This role is national role that can be based in any Environment Agency office.
Salary £58,174
Occasional travel (regionally or nationally) and overnight stays required.

Professional Membership of Institution of Civil Engineers, Chartered Institution of Water and Environmental Management (CIWEM) or Royal Institution of Chartered Surveyors (RICS) essential.
