We are seeking a motivated individual with water industry experience to manage the Water Industry National Environment Programme (WINEP) for the Environment Agency. WINEP is the largest water environment improvement programme in Europe. It forms a cornerstone of the water industry Price Review (PR) process. Your roll will be to oversee the current PR24 WINEP (2025-2030) and lead on designing and developing future WINEP programmes.

Your work will drive the changes in the water industry that are needed to better protect and enhance the water environment. You’ll work closely with water companies, government, and the other water regulators. Tasks will include programme management, strategy development, stakeholder engagement and providing technical guidance and support to water companies and Environment Agency operational teams. As well as leading the WINEP there will be opportunities to work on other programmes managed by the team including other aspects of the price review and river basin management planning. Everyone that joins us is required to undertake training and participate in incident response duties when the need to respond arises. Having an incident role is an essential part of working for the Environment Agency and an active way to support communities and prevent harm to the environment. You'll be part of the Integrating Environment Planning and Programming team in the Environment Agency’s Environment and Business directorate. IWPP run strategic programmes of work and provide advice and guidance on integrated water planning across the organisation. The team works closely with Defra, Ofwat, Natural England and the Environment Agency's National and Area Operations teams.
Your skills and experience should include an excellent understanding of the water industry and the challenges facing the water environment. You should possess strong communication skills (both verbal and written), an eye for detail and be confident in your ability to proactively engage with others on the water environment. The post requires you to lead, motivate and inspire people from across the Environment Agency’s technical and operational specialisms. You will be experienced in introducing and promoting new ways of working, delivering change and championing continuous improvement.
The location of the role is flexible, any Environment Agency hub or homeworking. You should be able to work both independently and as part of a team. The effective use of virtual communications tools will be important, but there will be travelling required to enable you to manage the programmes, meet customers, and attend face to face meetings. You should understand and be comfortable with the challenges of remote working and management.
