You'll be responsible for delivering several important asset management work strands. You'll advise and influence policy direction to implement efficiencies and develop improvements to asset management. You'll also use your expertise to provide short turn around responses to Directors and Government.

Activities could include managing work in our programme on decommissioning assets, the application of R&D outputs, ensuring our Area Operations teams comply with our legal duty to manage our reservoirs, developing civil engineering standards, tools and guidance to ensure our Area teams manage our flood defence assets consistently

There will be regular contact with asset managers and engineers. In particular, you'll work closely with the National Operations teams, Asset Performance teams in Areas and the FCRM Directorate. Liaison with external organisations is likely

You will provide essential support during incidents, ensuring data regarding our assets can be quickly analysed and information provided internally and externally as required, including to Defra and CoBRA.

You will also support and deliver other work, including projects in the joint Defra/Environment Agency FCRM R&D Programme.
This team defines strategic asset management outcomes including the advising and influencing of external partners. It supports and works with National and Area teams to deliver the Asset Management Plan by providing leadership, technical support and guidance. By identifying, sharing and embedding good practice across asset management, this team helps to ensure that our assets and the third party assets we rely on perform as required.
You must have proven expertise and technical competence in asset management. You will be a strong project manager, confident driving work and delivering results through others. An understanding of flood risk management is required. A relevant professional qualification is expected. Experience of working to the requirements of ISO5500 would be an advantage.

You'll need to establish networks and good relationships with operational teams, senior managers and external partners to help deliver our outcomes. You'll shape, plan and facilitate the delivery of business change. You must be able to persuade and influence with confidence.

A relevant professional qualification such as CEng or IEng is expected. Your current level of qualification must be stated on your application.

Additional skills in any of the following would be an advantage - Reservoirs, flood legislation, FCRM enforcement, data management, GIS.

The post is in a dispersed team and you will be required to travel regularly with occasional overnight stays.

You will support the team during incidents. You will be expected to be part of the national asset management technical team, which requires some out of hours working and may include being available on a standby rota.

You will promote and advise on the implementation of efficiency changes, focussed on asset management. You will develop and roll out new ways of working, identify and deliver better outcomes and improve the way we manage assets. You will support compliance with quality standards such as ISO9001 and ISO55000. Advice on innovative products or methods is likely to be required. You will work with colleagues to develop and promote R&D.
Focuses on Customers and Partners
The post leads on and is involved with a number of cross cutting initiatives that require networking internally and externally, such as implementation of the asset maintenance efficiency programme and asset transfer. You will develop Operational Instructions and technical guidance for staff to explain high level asset management policy and legislation to enable implementation and compliance. The team work with Government and external partners such as US Army Corps of Engineers, Network Rail and Highways England. You will understand the needs of customers and partners.
Achieves Results
The post provides advice and influences policy direction to implement efficiencies and develop asset management. Ability to set up and lead both long and short term project and task groups is needed. You will need good communication and influencing skills to implement new guidance and ways of working. Some work is required to short timescales. You are likely to undertake the Project Executive role in relation to Evidence (R&D) asset management projects.
Assets Management
A good understanding of the whole life cycle of asset management is required. You will be expected to understand the implementation and maintenance of ISO55000. You will help develop standards and minimum requirements including supporting review and audit of compliance. Joined up working with colleagues is essential, such as MEICA and environmental assessment.
Relevant asset management related professional qualifications such as IEng or CEng. Details are to be described in the application (minimum statement for each qualification the level and awarding body or professional institution).
