To determine applications for environmental licences and/or permits to meet Environment Agency regulatory obligations.

You will process customer licence applications so that they can take water from surface water (mainly rivers and lakes) and ground water (via boreholes) for a variety of uses. You will also be expected to process applications from customers wanting to discharge water effluents to the environment, as well as applications from major, regulated industries and waste operators.

Develop and maintain effective customer relationships (internal and external) to ensure good understanding and the efficient delivery of fit for purpose licences.

Carry out appropriate technical assessment, requesting additional information where appropriate and establishing that relevant standards are met, in accordance with the Environment Agency's policies and procedures to issue, refuse or vary licences to time and budget.

Produce and provide advice and guidance to customers, consultees and other regulators to ensure a broad understanding of the licensing process.

Produce appropriate records of actions and outcomes to justify and demonstrate that all legal and procedural requirements have been met.

Produce and provide accurate information to managers on progress and ensure delivery of work is to time and cost.
The successful applicant will join an established team of water resources permitting officers based in Solihull. The team contains both permanent and temporary officers with a broad range of experience, and sits within the Water Resources regime (network of teams based in other centres determining the same work).

Although you will be part of the Water Resources team, you are likely to spend time working in three other regimes: Water Quality, Waste and Installations.
We are looking for an enthusiastic and highly motivated individual who can demonstrate:
• A broad understanding of environmental processes and issues, and preferably experience in environmental management and an understanding of the Environment Agency’s role and responsibilities.
• Good communication skills (being able to produce accurate, plain English correspondence, and being confident talking to customers and colleagues on the phone and face to face).
• Ability to assess risk and make risk-based decisions.
• Ability to work effectively within a team and to persuade and influence others.
• Being comfortable using common applications within Microsoft Office, and an aptitude for attention to detail.
• Ability to manage a varied portfolio of work and deliver this work within tight deadlines.

Ideally you will be qualified to degree level (or equivalent) preferably in a science or humanities subject.
