We’re looking for an enthusiastic and highly motivated individual to strengthen and develop our Flood & Coastal Risk Management capital programme. Our current programme aims to invest some £200m, better protecting more than 46,000 homes from flooding by 2021. But our ambition is to do even more; you will play a pivotal role in identifying opportunities to accelerate delivery and develop our future programme beyond 2021.

You can expect to be involved in the following:

• identifying opportunities to improve the standard of protection provided to communities
• supporting more efficient asset management, moving to 'predict and prevent' rather than 'find and fix'
• providing technical input on potential solutions, costs and operability
• undertaking outline benefit-cost analysis
• developing Partnership Funding arrangements and identifying potential partners
• negotiating Partnership Funding contributions
• supporting development of project appraisals
• engagement with communities
• receiving and accepting project deliverables back into the business

The successful candidate will work closely with other teams, particularly Asset Performance and the Programme Delivery Unit (PDU).
The Partnerships and Strategic Overview team have the strategic knowledge of flood risk in our catchments and provide direction to other Environment Agency teams, partners and communities to support investment decisions.

All our work is underpinned by a robust evidence base and as such requires a strong data management methodology.
We are looking for candidates who have experience and demonstrable ability in the following areas:

• A degree in a relevant subject or equivalent professional experience, with understanding of the causes, management, responsibilities and the legislative framework of flood risk.

• Strong asset management and flood risk management experience, with evidence of commissioning and supporting successful project delivery through others.

• Application of Geographical Information Systems and IT systems to collate, analyse and present data and evidence.

• Experience of Government Partnership Funding arrangements and the 5 Case Business Model approach to project appraisal.

• Engagement and collaborative working with both internal and external stakeholders to achieve multiple outcomes.

• Experience of developing strong partnerships with other public and private sector organisations to identify and secure funding settlements and contributions.

• Working in a changing environment including new ways of working.

The post is in the PSO (Witham) Team but will also support the PSO (South Humber & East Coast) Team.

There is some flexibility with office base in the Area, but the successful candidates would be required to spend time working in the PSO office (Lincoln) and would also be required to work in the Programme Delivery Unit (PDU) office at Peterborough. There would also be a need to undertake site visits, predominantly across Lincolnshire, North Lincolnshire and North East Lincolnshire.
