4195 - Lead Local Flood Authority Flood Risk Advisors

This role is funded by the Thames Regional Flood and Costal Committee (RFCC) as part of a brand new project created to support the Lead Local Flood Authorities (LLFA) in delivering the Government 6 years Capital Programme. We are looking for problem-solving people with some technical experience in flood risk management and/or ground and surface water management. The successful candidate will:
• Act as a critical friend to LLFAs in the development of their capital schemes and thereby facilitate an integrated approach to the reduction of flood risk within the Thames catchment.
• Provide technical advice to LLFAs relating to scheme benefits and implications, as well as the process of securing inclusion of schemes within the six year capital programme.
• Proactively support LLFAs in securing the funding for their schemes from all sources so as to enable their construction and ultimate commissioning. • Assist in engaging partners, stakeholders and the public during the development of schemes and thereby improve collaboration between parties involved in the implementation of projects.
• Identify and share learning and best practices across LLFAs to help building capacity to sustain investment on flood risk improvements.

The team covers the Thames RFCC area including but not limited to, parts of Oxfordshire, Surrey, Hertfordshire and Buckinghamshire. The team focuses on:
• Supporting LLFAs to access the capital programme by developing projects on behalf of the Thames RFCC.
• Reducing the risk of flooding in the Thames catchment area.
• Acting as an interface between different risk management authorities.
Your key partnerships will be with LLFAs, Thames RFCC, Environment Agency and Thames Water.

An environmental or engineering degree or equivalent experience Strong understanding of flood risk in the Thames area – the causes, management, responsibilities, and the legislative framework Good understanding of the TRFCC flood defence capital programme Good understanding of the planning system and the relationship between planning and flood risk management Project management and appraisal experience. Familiarity with the government approach – 5 Gates Business Model Experience of undertaking flood risk studies, use and interpret GIS and good modelling skills Experience of public and stakeholder engagement, including with senior local government management and councillors Experience of developing strong partnerships with other public and private sector organisations, negotiating funding settlements and securing contributions Able to analyse data and design and implement suitable approaches Confident communicator Strong presentation skills Strong IT skills Willingness to travel and hot desk Able to balance competing priorities Able to work on your own initiative Full driving licence

The grade rate for the role is £33,990 and you will have access to the Environment Agency very generous pension scheme.
