This job is to deliver the economic evidence the Environment Agency needs to be successful. You will make the case for investment, assess impacts, advise on spending reviews and deliver cutting edge research. You will work nationally and locally to design and deliver improvements.
You will curate and deliver a wide portfolio of economic evidence, becoming an expert in one of two major Environment Agency work areas:
• Water, Land and Biodiversity: improving water quality, securing water supplies, reducing pollution and protecting wildlife and biodiversity.
• Flood and Coastal Risk Management: improving resilience to climate change, working with communities and enabling economic growth
To do this, you will plan for the long term, working closely with colleagues and seizing opportunities. You will build partnerships within the Environment Agency and with others in Defra, Natural England, National Infrastructure Commission, Ofwat, academia and consultancies.
You will lead a small team of established and early career economists, making use of their strengths and developing them for the future. You will find the right analysis for each problem, using practical and creative solutions. You will deliver high impact analysis that is accessible and robust. You will have a ruthless focus on communicating with clarity.
The Flood Research, Economics and Social Science team provides the expertise and research behind many of the decisions we make. The team works on the whole range of the Environment Agency's activities - ranging from flood infrastructure to natural capital to regulating waste and industrial sites - and provides analysis and advice on the organisation's most important strategic challenges. This role reports to the Deputy Director for Flood Research, Economics and Social Science.
Required:
• Degree in economics and experience as a professional economist working with government or regulators
• Experience in applied microeconomics, quantitative analysis and appraisal
• Track record in identifying and addressing strategic evidence needs
• Ability to creatively apply a range of quantitative and qualitative methods
• Experience in leading and managing a small team of technical experts
• Expertise in influencing others, build relationships and work in partnership
• Expertise in communicating complex ideas to a variety of audiences

Desirable:
• Master degree in economics or equivalent professional experience
• Knowledge of environmental economics, industrial economics, natural capital, econometrics, behavioural economics, non-market valuation, systems modelling or other topic areas relevant to the work of the team.
• Knowledge of local government, local economic growth and spatial planning

This role is a national role which requires frequent travel around the country. The base location is flexible and may be at any Environment Agency office. The team is primarily based in Bristol, London and Leeds.
