This is an exciting time as we start to transform our licensing and permitting processes into new digital services. Working with colleagues across Defra Transformation and other agencies and departments, we’re putting external customers and internal users at the heart of designing new digital services and bringing an end to paper based and old, fragmented IT solutions. Our programme of formal projects and agile development is ambitious and complex, but widely recognised and supported.

As programme manager you will create and manage our roadmap for delivery, managing risks, issues and dependencies, ensuring programme controls are fit for purpose in providing the assurance we need without hindering agile delivery. You will work collaboratively with service owners and delivery managers across multiple projects to optimise delivery so both project and programme benefits are tracked and business change is successfully implemented. You will join the Programme Director’s team and report to a programme board.

The Digital Innovation and Programmes Team provides a professional service, designing, managing and implementing regulatory improvements throughout our regulatory regimes and business processes. We specialise in both waterfall and agile project management. As part of the Future Regulation function in the Environment and Business Directorate we are ‘creating a better place through regulation and influence by inspiring innovation.’
You'll need to demonstrate strong leadership, organisational and interpersonal skills and have proven experience in programme management of complex cross-cutting initiatives. You will be experienced in matrix managing teams and have extensive knowledge and practical experience of business change. You will be well-organised and an excellent communicator, engaging with an extensive internal and external customer base, including at senior levels. Knowledge and experience in other new or innovative methods, the governments digital agenda and agile development methods is also desirable.

The location is flexible, with our Head Office main digital hub in Bristol being preferred.

You'll understand and be comfortable with the challenges of remote working and management. Frequent travel to meetings will be required – in particular London, Bristol, Birmingham and Warrington, including occasional overnight stays.
