This is a leadership role with National Operations (Waste Regimes Operational Services (WROS)). This is a function of Operations Regulatory Services.
We plan, monitor and deliver compliance and enforcement activity for the following areas of waste regulation; Separate Collections, Material Recovery Facilities, Packaging, Waste Electrical and Electronic Equipment (WEEE), Batteries and International Waste Shipments.
You will lead our national Material Recovery Facilities and Separate Collections team as well as teams of officers working on all of our WROS regulations dispersed across the North of England and Midlands.
You will:
•Organise and resource our operational delivery
•Manage risks and issues
•Provide visible leadership and tactical communications with our internal and external customers, securing effective working relationships and feedback on our services
•Measure, review and continually improve the effectiveness of the teams
•Manage the budget for your team
•Oversee the Health, Safety and Wellbeing of your team (which will include dispersed and field based teams often lone working)
•Be accountable for training, succession and resilience planning
• Promote cross team working
Working in a team of 4 Operations Managers you deliver activity in line with DEFRA, EA and WROS priorities and maintain the flexibility to respond to changing priorities and new duties.
You will manage a team of ~40 FTE people and have direct management of ~6 FTE. This consists of an office based national team of 5-10 FTE managing the administration of the Materials Recycling Facility and Separate Collection regulations and approximately 30-35 FTE in area teams dispersed across Northern England and the Midlands conducting planned and reactive compliance audits and enforcement. This is a new role resulting from a restructure of our frontline delivery.

WROS (~130 people) covers the regulatory activities of the Producer Responsibility (Packaging), Waste Electrical and Electronic Equipment (WEEE), Waste Batteries and Accumulators, Transfrontier Shipment of Waste, Separate Collections (Waste Regulations 2011 (As Amended) Regulations 13 and 14) and Materials Recycling Facility (Environment Permitting Regulations 2016 Schedule 9) regulations. Regime administration is conducted by hub based teams in Sheffield and Warrington and integrated auditing for all the regimes is covered by staff across the country. The other 3 Operations Managers in the WROS team cover the other national teams and area teams for which you are not responsible.
