An exciting opportunity has arisen for ten enthusiastic Senior Officers to join our National Permitting Service’s (NPS) Waste teams. These posts will be based in either Bristol, Sheffield, Warrington, Birmingham or Nottingham.

You’ll be assessing applications for a range of complex environmental permits located across England, in line with Environment Agency regulatory obligations.

You will provide mentoring and coaching support to others and ensure that we deliver high quality risk-based decisions on environmental permit applications to tight deadlines. You will work closely with team members on complex, novel, or contentious applications, by unblocking and resolving technical issues.

You’ll have excellent interpersonal skills to develop and maintain strong working relationships with internal and external customers. You must be prepared to have difficult conversations and be able to clearly explain our decisions.

The National Permitting Service delivers the Environment Agency’s permitting and regulatory responsibilities, enabling businesses to operate whilst protecting and improving the environment.

You’ll be joining an established permitting team based in the office and at home, who determine environmental permit applications for regulated industry. Your team will focus on applications from the waste industry. You should be prepared to be flexible and work on the type of applications where there is highest demand.
Knowledge / Qualifications:
• Degree desirable (or equivalent) in a science/humanities subject
• Specialist technical knowledge of a broad range of waste sites and waste activities

Skills / Abilities / Experience:
• Experience in environmental management and environmental risk assessment
• Experience in determining a range of complex permits or experience from the waste industry/consultancy
• Technical knowledge of waste sites and activities (for example, hazardous waste, clinical waste, metals, WEEE & waste treatment).
• Willingness to work collaboratively with internal and external partners to build technical resilience, share best practise and knowledge and improve efficiency
• Excellent verbal and written communication skills
• Strong influencing skills and the ability to make risk-based decisions

Desirable requirements:
• Experience of providing pre-application advice, assessing applications, regulating against permits, reviewing permits.
• An understanding of the Environmental Permitting Regulations (EPR)
• Chartered membership of a relevant institute or Practising Environmental Regulator.
The interview will consist of capability-based questions and a technical assessment.
