The Commercial Services Manager (CSM) plays a key role in supporting project teams by providing clear Commercial and contract advice. The role helps ensure successful delivery of the EA’s Flood and Coastal Risk Management (FCRM) programme, which primarily involves construction and infrastructure contracts, such as New Engineering Contracts (NEC) 4 contracts. 
The role advises and manages commercial governance of contracts, engaging key stakeholders and managing collaborative supply chain relationships. A high degree of commercial acumen and risk management experience is required to provide assurance and guidance across teams.
As a commercial and contract management expert, the CSM role provides support to EA stakeholders, providing guidance and upskilling capability through workshops and support sessions to EA teams.
The CSM role navigates challenging commercial situations, demonstrating the principles of the dispute avoidance pledge, and works collaboratively with Defra Group Commercial.

We are the Commercial and Framework Management (CAFM) team, part of Portfolio Management, Assurance & Commercial (PMAC), supporting our Programme and Contract Management Service to create a better place and build resilient communities through excellent commercial risk management.

You will be an integrated part of our national team and will support your local delivery hub leadership ensuring we deliver the most sustainable outcomes on our delivery programmes.

Qualifications: 

•    Chartered membership of a recognised professional body such as ICE, IMechE, CIWEM, MAPM, CIPS or MRICS. 
•    Government Commercial Function (GCF): Contract Management Capability Programme (CMCP) Foundation Accreditation. 
•    Certificated NEC4 training.

Experience/skills: 
•    Experience(5+ years) in framework or contract management, infrastructure,construction,or environmental programmes. 
•    Commercial acumen: the ability to understand and analyse business situations, take proportionate risks, make informed decisions and deliver the most advantageous solution. Demonstrate curiosity and drive to achieve value for money.
•    Experience leading, supporting teams and mentoring colleagues.
•    Risk management, including escalation and evidence-based advice. 
•    Strong organisational, communication and relationship-building skills.
•    Good written communication skills, delivering high-quality reports. 
•    Proficiency in MS Office, with data analysis skills that support project tracking and decision making. 

Desirable:

Level 6 qualification (or equivalent)
GCF: CMCP Beyond Foundation Accreditation.
Formal accreditation in project and/or programme management.
Interests in infrastructure, construction or environmental programmes.
