A Mechanical, Electrical, Instrumentation, Control and Automation (MEICA) Engineer will have a relevant Mechanical or Electrical engineering qualification and will join the South West area MEICA team to prioritise, plan and deliver through contractors’ maintenance and replacement work to flood risk pumping stations, water control structures and our wider business. Following our recent ISO55001 accreditation, we are working closely with external contractors to develop a world class asset management organisation.

The role will responsible for providing strong technical leadership to assure technical and design standards, monitoring the quality and advising on the requirements to meet specialist MEICA technical, safety, legal, environmental and operational requirements, spreading across the geographic areas covering a very diverse range of assets.

You will provide technical instructions to ensure staff across the South West involved with electrical and mechanical works comply with statutory legislation, British and European standards together with Environment Agency’s codes of practices, procedures and related guidance.

Joining our friendly and important South West (SW) MEICA Team you will report to the SW MEICA Team Leader, acting as a technical leader on MEICA activity and will participate in our response to flood incidents. You will provide technical electrical/mechanical support and direction to other team members and be responsible for liaising with wide range of business partners and leading on actions on behalf of the SW MEICA Team Leader and Operations Managers.
- Knowledge of MEICA related statutory legislation, British and European standards.
- Experience in leading or taking a lead role in safety investigations, identifying and disseminating learning to bring about improvements in electrical and behavioural safety.
- Knowledge and experience of Root Cause Analysis, Reliability engineering and process improvement.
- A good understanding of Asset Management and asset management computer systems such as computerised maintenance management systems (CMMS) will be an advantage.
- Highly motivated self-starter.
- Outcome focussed. You will need to demonstrate you can deliver the required tasks.
- Educated to degree level or equivalent vocational experience.
- Ability to influence, persuade and bring others with you.
- Technical Leadership
- CDM 2015 and general health and safety awareness.
- Writing and reviewing technical specifications.
You will ideally professionally recognised mechanical or electrical engineer holding either Chartered or Incorporated status with the IMechE or IET.

Salary £36,389 (plus £6,000 p.a. for a Chartered MEICA engineer registered with the IET or IMechE (pro-rata – if part time)).

Travel across the area and occasionally across the country is required and a lease car is provided

The MEICA team delivers all of its works on the ground through our framework maintenance contractors, framework suppliers and Industry partners. The multi-disciplined nature of MEICA work usually requires each engineer to call upon other members of the team to contribute the specific expertise they need to deliver.
Given these factors and the volume of the work, it is imperative that the MEICA engineer needs to be an excellent communicator, a perceptive delegator and an effective programme manager.
MEICA Technical Advice and Design
The MEICA team provide the sole source of MEICA technology knowledge into the whole business. Although the Flood Risk Management area of the agency’s work provides the majority of the workload, the MEICA team also provide technical advice, interpretation of regulatory requirements and design, to areas as diverse as Facilities management, Environmental Management and Fisheries.
The engineer needs a good working knowledge of their own discipline, to know where to find and interpret technical information/data and the ability to identify where supporting technical input is required.
Legislative Knowledge
Maintains up to date knowledge of, and complies with, relevant legislation within own area, enhancing and protecting the interests and integrity of the Environment Agency. Applies appropriate legislation in the line with Agency operational instructions and documentation. Keeps up to date with changes to legislation.
Health and Safety Management
Making sure that the risks to you and the team are controlled safely and effectively. You understand HS&W legal responsibilities and follow our internal HS&W policies and guidance as required. Report all H&S incidents to line manager. When managing contractors, ensure the principals of the Operational Instruction on Management of Contractors to ensure risk is adequately controlled.
