NaFRA2 is our new National Flood Risk Assessment. It will provide the information needed to guide and support flood risk management decisions and investment in a transparent and understandable way. Unlike previous versions, it will take a bottom up approach, making the best use of local modelling.

As we move from project preparation into delivery, our team structure is changing. Each of our 2 new delivery sub-teams need a technical lead, one for the delivery of the new national model and one delivering the rest of the system. You will be the technical lead for the latter.

You will be responsible for:
• The technical direction of the sub-team, making the technical day to day decisions
• Working closely with users and subject matter experts to assure and approve the detailed design proposed by the supplier
• Ensuring the detailed design of NaFRA2 meets the requirements agreed
• Managing one team member in your team

You will need to work closely with your sub-team, the other technical leads and our suppliers as well as the wider NaFRA2 project team.

You will report to the Project Manager, but your line manager will be the Project Executive.
This role is part of the NaFRA2 Team, which sits within Risk Assessment and Investment in the FCRM Directorate, and is responsible for shaping and delivering the new National Flood Risk Assessment. We are dispersed around the country and try to meet up once a quarter. We work closely with suppliers, Government, and customers, as well as the national Modelling and Mapping team, to ensure customer needs for information and products are understood and delivered.
You will be:

• Experienced in the application of flood risk information for the purpose of risk assessment
• Excellent at communicating with both technical and non-technical groups, and have an ability to influence and persuade others
• Happy working in an environment with high levels of uncertainty and change
• Able to prioritise and organise tasks and resources to ensure timely achievement of results
• Good at taking decisions and solving problems under pressure
• Chartered or working towards chartership with a relevant professional organisation

It would be an advantage, but not essential, if you:

• Are familiar with NaFRA2 and its requirements
• Have worked on IT projects and have experience working with DDTS
• Have worked on projects that take an agile approach
This is an assignment for 23 months, following which you will hand over to the Product Owner. We expect that you will need to travel an average of 2 days a week to Swindon to work at the supplier offices. However, we are considering other approaches to minimise unnecessary travel and be resilient to business continuity challenges.

You will need to drive to make sure assurance decisions are made to time, quality and cost to enable the successful delivery of the detailed design of NaFRA2.

The first phase of the project (lasting around 18months) is the detailed design. This will be a time of change - both in terms of the proposals being put forward and due to the nature of the agile approach we plan to take. You will need to be flexible and comfortable with changing programmes and situations.
