We are looking for an enthusiastic professional to join our North West Hub Control of Major Accident Hazards (COMAH) Regulatory team as an Installations Officer.  The position is based out of our Preston, Penrith or Warrington office, however there is flexibility to work from home combined with visits to operating sites and attending occasional collaborative meetings within the EA and /or with the Health and Safety Executive (HSE).

The Environment Agency regulates a range of activities that affect the environment, people and the economy.  As a COMAH Installations Officer you will have the opportunity to create a better place for people and wildlife through regulation and influence.

This is an excellent opportunity for candidates who have practical industrial, consultancy or regulatory experience; who can apply their expertise in a pro-active regulatory role.

Your work will involve:
*Regulation of high hazard industrial sites under the COMAH regime across a range of sectors such as chemicals, oil and gas, innovative technologies and other manufacturing and storage facilities.
*Seeking assurance and compliance with the law that risks associated with major accident hazards to the environment are being properly identified and managed.
*Targeted inspections of operator risk management systems.
*Assessment of operator safety reports.
We work across the North West in the regulation of COMAH establishments and in collaboration with other regulators, particularly the HSE as a joint Competent Authority partner, agencies, government departments and industry bodies. We share information to influence and drive positive change in major hazard industries.
This is an exciting and challenging time as these industries transition towards a decarbonised future, particularly with the application of low carbon technologies in pursuit of Climate Change commitments.
You will:
*be highly motivated with a proven ability to deliver results, innovate and work with others to achieve common goals.
*be able to demonstrate your ability to build positive, constructive working relationships and engage effectively with those we regulate, partner bodies, local communities and other relevant stakeholders.
*have a good working knowledge of process safety legislation, management principles, standards and techniques.
*have process safety knowledge and experience combined with well-developed problem solving, communications and influencing skills; preferably working in or regulating high hazard industry.
*be able to demonstrate personal and professional integrity.
*hold an honours degree in a relevant science or engineering discipline.

Chartered status or working towards chartered status with a relevant professional institution is preferred. The Environment Agency supports professional development to achieve and maintain chartered status.

Legal and regulatory competence development and assessment will be provided as necessary, as will opportunities for continuous professional development.

The role requires site visits and therefore a full UK driving licence is essential.
