The Programme Specialist is a key role sitting at the heart of our asset and programme delivery activities.

This is an influential and exciting senior leadership position that enhances and develops great working relationships to deliver outstanding results.
Reporting to the Delivery Manager, you will work closely with the other Programme Specialists to ensure optimal delivery of our programme and to lead key business aspects of the Integrated Delivery Management Team. This role acts as the conduit between delivery on the ground and more strategic elements of our work, offering an insight into the full range of our work.
You will work collaboratively within the Integrated Delivery Team to drive delivery and ensure we have a sustainable pipeline of work moving forwards.
This role will also be pivotal in identifying logical and logistical dependencies between projects.

Using your strong interpersonal and influencing skills, you will build relationships to ensure effective and efficient project delivery, alongside senior representatives from other internal teams and external partners. You will have demonstrated strong commercial acumen in contract management and developing effective and trusting delivery partner relationships.

NB This is for a permanent role. An assignment is also available under reference 24934. This will initially be a 6-month assignment with an option to extend.
We are the Programme and Contract Management team, part of Major Projects and Programme Delivery within Local Operations. We create a better place through excellence in project and programme management.

We collaboratively deliver sustainable asset management projects to reduce flood risk, deliver environmental improvements and reduce carbon. We seek to work with local communities and stakeholders to maximise benefits.
You’ll have a degree and/or experience in an engineering, project management or environmental related disciplines, ideally with a project management qualification and chartered membership of a relevant professional body.
As an experienced leader, you’ll have a proven track record of successfully developing and delivering complex programmes of work in collaboration with others - harnessing their skills, promoting innovation and driving the improvement of individual and business performance through the efficient and effective use of resources.
You’ll have extensive experience managing complex stakeholders, operating across all levels of an organisation, demonstrating strong interpersonal, collaboration, influencing and negotiating skills. You will have strong mentoring skills to support others in the delivery of their work.
Significant experience in managing programmes of work, plus one or more of the following areas is essential:
- Project governance
- Commercial and contract management
- Project management of engineering and construction projects
- Business management
You will be required to co-locate, working at other Agency and delivery partner offices. We have teams based in York, Leeds and Newcastle and travel between these locations will be required. You may need to attend national meetings, requiring some overnight stays.
Driving licence ideally required as some driving may be necessary.
