The service owner (SO) will be responsible for the successful operation of two EA digital services that are at different stages in their lifecycle: 

  • Waste Exemptions Registration Service (WEx)
  • Carriers, Brokers and Dealers (CBD) Registration Service 

The SO will ensure these services are maintained to a high standard, delivering continuous improvement, new digital requirements from regulatory reform and decommissioning as services transition to new platforms. 

  • Coordinate the BAU digital product Manager’s day-to-day activity across the services as part of a matrix management structure. 
  • Liaise with EA and Defra colleagues, contractors and third-
  • Manage contracts for support and development of the digital services with Commercial, including service performance reviews and reconciliation of contractual payments with delivery. 
  • Manage the financial budgets allocated for the continuous improvement and development of these services. 
  • Identify and prioritising continuous improvement requirements within the budget limitations.  
  • Ensure that bugs and issues encountered are logged and progressed in line with agreed priorities. 
  • Ensures that the digital services remain compliant with all security, data protection and accessibility requirements.  
  • Work with business leads to understand future regulatory requirements and build them into strategic road map for the digital services. 
  • Engage with E&B and devolved agencies regarding Memorandums of Understanding (MoU) recharges and staff costs and be the point of escalation for any discrepancies.

This temporary role will sit in Environment and Business (E&B) directorate. However, this role will require working closely with the Digital Team in Waste Controllers and Tracking (WCAT) and Waste Exemptions. Teams in WCAT plan and monitor compliance and enforcement activity of areas of waste regulation whilst also delivering reforms in the waste industry.

The candidate will ideally be able to demonstrate the following: 

  • An ability to build and foster relationships with internal and external customers to identify needs and deliver a solution. 
  • Work closely with the business leads for CBD and WEX to agree and understand the workplan to deliver multiple work activities to tight and varying deadlines 
  • An ability to be agile in delivery allowing flexibility, resourcefulness and ability to prioritise work to deliver the best outcome and meet deadlines. 
  • Experience of budget and contract management 
  • Experience of delivering in a digital role, ideally as a Service Owner. 
  • Knowledge or experience of Government Digital Service (GDS) and waste regulation is desirable but not essential.  
  • Good IT skills, including proficiency with Microsoft 365 applications.

As this is a national role, the location is flexible and you will need to be comfortable with working in a dispersed team. You will have a home office. The role will require travel nationally to attend team meetings.
