We are seeking a highly motivative individual to lead and coordinate our resourcing approach across our national delivery portfolios.

You will be part of a newly formed small dispersed technical team supporting our front line, Project and Programme delivery and support teams. You will lead on providing the right resourcing tools, support, advice and assurance to meet business demand.

This role requires excellent leadership, organisational and prioritisation skills. You will be a highly effective communicator and excellent influencer. You’ll be a self-starter, an effective enabler and networker with a track record of delivering through others outside your direct control.

As a senior advisor, you will advise and lead on a range of resource management, planning and assurance activities. You will work closely with practitioners and management in both National teams and communities of practice, developing, implementing and influencing approaches to enable effective resource management to deliver priority projects and programmes.

You will co-lead a community of Advisors to develop plans and resource scenarios in collaboration with a wide range of stakeholders. You’ll lead on managing and improving the resourcing tools that support our resource decision making. You’ll provide an oversight of recruitment within the Directorate, provide insight and advise on managing our recruitment challenges. You’ll provide strategic advice on skills, workforce planning and competence management.

There is also the potential opportunity to line manage a small number of individuals.

Responding to incidents is a central part of what we do. You will be required to have an incident role and make yourself available to respond to incidents or provide business continuity support during an incident. This may attract an additional payment and full training and alternative working arrangements will be available to support you with your incident role.
Part of the Portfolio Delivery Office, our Resource Planning, Assurance & Skills team works with other teams across the Major Projects and Programme Delivery Directorate and the Integrated Delivery Hubs, helping to create a better place through our work in Portfolio, Programme and Project Management.
We support the resourcing of our teams, ensure our contractors are paid the right amount at the right time and support other teams with a wide range of activities.
You will have:

The ability to simplify complex resource data, develop delivery scenarios and articulate business risks and issues to a range of stakeholders.

Attention to detail, balanced with pace and timeliness.

The ability to be responsive and flexible to changing priorities but have emotional intelligence and resilience, a collaborative “can do” attitude and commitment to creating an inclusive culture.

The ability to collate, analyse and interpret large volumes of resource data.

An understanding of recruitment and experience working with resource management tools

An understanding of project management skills, knowledge and competence management.

A strong track record of building effective working relationships in a change environment.

Recognised expertise in developing sustainable future facing solutions for resource planning and/or demonstrable operational understanding of resource planning.

A working knowledge of operational delivery and project management is preferable. A good understanding of the Environment Agency’s operating business model would be advantageous.

As part of the role, you may be required to attend national meetings in locations such as London and Birmingham, with some overnight stays.
