As an E&B advisor in the E&B Radioactive Substances and Installations Regulation team the role involves a wide range of work, including interaction with internal and external organisations Defra, Local Authorities, Other Regulators, Trade Associations etc. You will work with the Local Authority Unit manager to contribute to the UK position for BREFs that relate to Local Authority Regulated Industrial processes. This will include liaising with industry and trade associations to gather relevant data and information relating to industrial processes in the UK. You will provide advice and guidance to Defra and Local Authorities regarding the implementation of the Industrial Emissions Directive and other legislation relevant to Local Authority Regulated industrial processes. You will contribute to the review of Local Authority Guidance ensuring that guidance complies with quality standards and is delivered to time and budget. You will be responsible for delivering a quality “Helpdesk” service to Defra and Local Authorities to provide responses to ad hoc queries relating to the implementation of IED and other legislative requirements.
The Local Authority Unit is part of the Manufacturing and Local Authority Unit team in the Radioactive Substances and Installations Regulation team. The team consists of two posts and its role is to provide advice to Defra and Local Authorities on the implementation of the Industrial Emissions Directive and other environmental legislation for those industrial processes that are Regulated by Local Authorities
The following knowledge / experience would be helpful but are not essential

• Environmental permitting legislation its interpretation and enforcement.
• The Industrial Emissions Directive and how it is implemented through EPR
• The BREF process, the concept of BAT, BAT conclusions and BAT-AELs
• Air pollution emissions and how these are controlled.
• Installations or Local Authority Air Quality regulation.
• Pollution prevention and control and assessing environmental impact
• Waste regulation
• Waste water, resource and energy efficiency
• Good written and spoken communications
• Making decisions and being confident with regulators, industry and Defra at all levels
• Working in a dispersed team, self-starter, support other members of the team
• Assertiveness, persistence
• Coaching and the ability to explain complex issues in an accessible way to build confidence in others
• Achieving results through negotiation
