This fixed term role has been established as part of European Funding for the Preston and South Ribble Flood Risk Management Scheme (FRMS). You will have demonstrable experience in securing funding and delivery of programme and projects. The post holder will lead and coordinate all aspects of funding, reporting and compliance for this project.

Key responsibilities are:
• Work with organisations (e.g. Businesses) to secure the necessary funding for the project.
• Lead negotiations and ensure the scheme is delivered in line with the programme and budget.
• Progress the ERDF funding application and legal compliance
• To be responsible for supporting communications and engagement with partners / businesses.
• Responsible for resolving issues as they arise
• Protect both the EA and partner interests.
• You’ll lead on dealing with delivery risks and will be the point of coordination for securing funding and compliance.
• To understand the risks, legal implications and requirements applicable to the role
• Using your expertise you’ll drive best practice, ensure all members of the project team are supported and that the board are kept informed.
The Partnerships and Strategic Overview – Data, Evidence, Projects and Funding team work closely with our partners to minimise the risks of flooding. The team takes a strategic overview of all flood risk and works with partners to plan, fund and deliver new flood risk management schemes that better protect communities from flooding. We are responsible for modelling, working with our customers and influence the location and design of new developments.
We are seeking candidates with strong funding background (ideally including European Regional Development Fund) and experience of working with stakeholders to deliver a large projects.
You’ll have proven ability of:
• Project management - with evidence of commissioning and supporting successful delivery through others;
• Analysis and interpretation of data and evidence to assess risk and take decisions;
• Experience of developing successful partnerships with other public and private sector organisations to identify and secure funding settlements and contributions;
• Be able to influence key stakeholders – being able to listen, reflect and question the situation to understand the facts and find common ground and a way forward;
• Putting the customer first – you’ll be an excellent communicator with drive, enthusiasm and a genuine interest in telling a compelling message to our audiences;

This is a fixed term position until 1st April 2020 with the potential to be extended until 31st December 2022. The post holder will work across the EA and Lancashire County Council project teams and will be line managed by the PSO Team Leader.
